In 1894 Hanseong, telegraph bureau clerk Yun Haejun forges a priority code when three rival powers demand the same six hundred sacks of grain, rerouting the shipment's destination. The single altered line saves dock laborers and a garrison, but it comes back to him as a duty to rebuild the entire communication, supply, and audit chain.
