The vote wasn't over when the dispatch alarm rang.

Kang Eunha counted pulses in the depot's medical bay before she registered the alarm. Two of the six resting citizens sat up, and one hooked to an IV reached for her terminal first. From the six buses stopped at the public transit stop came the sound of doors closing, one after another.

Thirty one minutes until the command center lockdown.

A relationship rumor station had formed on the center's outer wall.

Access authorization splits into "those who follow the sole commander" and "those who refuse protection."

"Who's in command?" a citizen asked.

Eunha didn't answer. Baek Dojin's and Yun Sera's names flashed on the screen in turns. It was a classification where choosing one made the other a traitor the instant you chose.

She locked the wheels of the IV stand. "You'll get dizzy if you stand up now. Should we stay here, or move to the chair by the door?"

"I have to cast my vote in the meeting."

"You can vote lying down. Treatment consent and voting participation go separately."

The citizen laid her head back on the pillow. Eunha logged into the video conference. Thirty minutes remained. The disbandment hearing was sixteen minutes after that.

Mina pushed five columns across the screen, including an all abstain option.

"If we pick one of those all at once, the doors, the buses, the broadcast, and the correction right all get tied to one person's vote. I'm splitting this into three groups."

First, rescue priority. Open the citizen withdrawal window first, or restore Sera's provisional command first.

Second, disclosure scope. Release the original source and official account path, or only the hash and timestamp.

Third, Dojin's correction right. Immediate reinstatement, simulation environment only, or continued suspension.

Mina attached an execution mechanism to each item. A rescue vote unlocked the buses and the center's outer doors, a disclosure vote unlocked the broadcast transmitter and the evidence room, and a correction right vote unlocked Dojin's sealed terminal. Conditional approval came with an automatic stop key attached. A dissenting vote wasn't just a mark left in the record, it became a signal that handed the execution key for that function to someone else.

The coordination bureau's meeting officer stepped in.

"Emergency dispatch before lockdown requires a single commander's signature."

Taeho held up the bus operation board. "Six vehicles, six drivers, forty six citizens. If one single commander loads all of them, the insurer doesn't call that a rescue, it calls it an unlicensed charter. Sending it back."

"That's not permitted procedurally."

"That's exactly why we're not sending it out."

"Operation Suspended" lit up on every bus. Taeho wrote conditions beside his logistics approval vote. Twenty percent of citizen seats and secured return drivers. Automatic stop the instant the insurance liability consolidates onto a single person. If even one of the six drivers refused, only that vehicle would stop.

Sera set her gray badge in front of the camera from the coordination bureau's waiting room.

"Rescue priority. I approve prioritizing the citizen withdrawal window. My command restoration is on hold."

"You can't enter the center without command authority," the officer said.

"Just hand over the coordinates. On site command gets split among whoever has access."

"Your vote will be recorded as approving a command vacuum, Captain."

"Fine. Attach that vacuum to my hearing file."

Sera's vote stamped down onto the paper minutes. It was a vote from someone who wanted to return but delayed her own return. Eunha saw Sera's right shoulder droop below the edge of the screen.

"How's the pain?"

"We're voting."

"That's exactly why I'm asking. Pain and votes go separately."

Sera pressed her lips shut, then spoke. "Six. I refuse contact treatment. Swap the brace."

Eunha attached a remote medical stop condition. If Sera's pain went above seven, or if the feeling in her right hand dulled, command transmission would automatically halt. Sera agreed to that condition. She opposed her own return while accepting that her own body had the authority to stop the operation.

Eunha stared at the three items for a long time. She wanted to find a sentence everyone could accept. But the citizens in the depot breathed at different rates, and the bus drivers had different escape routes. Forcing it all into one sentence would erase somebody's danger line.

She cast a conditional approval on rescue priority. The six people currently under treatment would also get a ten minute withdrawal window, and if even one of them reconsidered transport, only that person's bus would change. For disclosure scope, she chose to release only the hash and timestamp. The original patient statements stayed locked until each person reconsented individually. On Dojin's correction right, she approved simulation environment only, and did not connect it to the actual center doors.

"That's three approvals," Mina said.

"They're not the same approval."

Eunha displayed the three conditions side by side. "Don't merge them. Conflict isn't a warning sign, it's a stop mechanism."

Only after saying it did Eunha realize she hadn't calmed anyone down. The air in the medical bay was still uncomfortable. But it was now clear who would stop, and where.

Hyeonju cast a red dissenting vote on the disclosure scope's original proposal.

"I oppose releasing the official account's original source. Posting it before the victims withdraw would reexpose their time and location, all in the name of proving institutional accountability."

The coordination officer asked immediately. "Then will you step back from the evidence room access assignment?"

"No. I'll take the assignment to secure the original source."

"Someone who opposes disclosure can't handle the material to be disclosed."

Hyeonju pushed up her glasses. "What I opposed wasn't securing the material, it was unlimited posting. I'll secure the source and the hash, separate each victim's withdrawal scope, and disclose only the official account's institutional conduct. Attach my dissenting vote to the access condition."

Mina asked without smiling. "Will you take the key that cuts the broadcast the instant you touch the original?"

"If I overstep the scope, cut it."

Hyeonju's dissenting vote turned into a temporary evidence room access pass. It wasn't a door that opened for someone who approved, it was a door that opened only for someone who would uphold the reason for their dissent.

Dojin cast a dissenting vote on his own immediate correction right reinstatement. He abstained on the simulation environment only option as well.

"I don't think this is a vote I can cast."

Taeho cut him off. "An abstention is still your vote. Don't talk like you're not here."

Dojin looked down at his hands, then stamped his vote on "continued suspension." "I won't use it during an actual dispatch. Please let another function decide whether I take part in the simulation trial."

The immediate reinstatement proposal, which had the most public support, stalled at two votes within the team itself. The cheering numbers outside the screen kept climbing, but the sealed terminal stayed shut.

That was when East-2 pressed the citizen speaking key.

"Give us back our votes before you give Captain Sera back her command."

Every voice in the meeting room stopped at once.

East-2 was inside a bus. Behind the window, the public transit stop sign and other citizens were visible.

"This isn't about dispatch approval. We're asking to be able to cancel the approvals, dissents, and abstentions we already gave, even after dispatch. Do we have to keep giving audit testimony once we've been rescued? Once we're on the bus, can our words never be pulled from the broadcast?"

West-Pending picked up where the other left off. "If you restore command first, our withdrawal becomes obstruction of command. Give us our votes back first. Then choose your captain or don't, whichever."

Mina reopened the three groups. She didn't reverse votes that had already closed, she changed how long each vote stayed valid. Rescue consent could be withdrawn until the vehicle arrived, audit consent until the source comparison, and broadcast consent until ten seconds before transmission. Only the vehicle, audit, and broadcast of a citizen who withdrew would stop, and everything else would keep going.

Sera approved first. "The citizen withdrawal window comes first. My return comes after."

The rumor station text on the center's outer wall flickered. The classification "those who refuse protection" changed to "those who have withdrawn their own consent." The traitor mark disappeared, and citizen withdrawal terminals lit up at all three outer doors.

Four of the six buses switched over to departure ready. On one, two citizens held off on transport, so its doors stayed open, and on another, the driver was double checking insurance conditions. Taeho didn't count either of those two as failures.

Dawon closed her own article submission window. Giving up the exclusive live broadcast meant missing the pre hearing report deadline. Instead, she read the citizen withdrawal terminal's explanatory text and filed her broadcast assignment.

"I won't report the outcome of the vote. I'll only report which items can be withdrawn and which items haven't been disclosed yet."

"Then who reports the official account's original source?" the coordination officer asked.

"When Hyeonju separates out the institutional conduct, I'll verify it. If the source withdraws, the quote comes out, even if the article runs late."

Dawon didn't wait for the team's reaction and wrote down broadcast suspension responsibility under her own name. The authority she'd once taken back from a source, she now handed over as the operation's own stop key.

Mina brought up four operation boards.

Rescue. Citizen withdrawal terminals and outer doors. Eunha and Sera, medical stop takes priority.

Audit. Paper minutes cross checked against backup. Mina, stop on discovery of any alteration to the source. Hyeonju, secure the official account's original source while maintaining her dissent against unlimited disclosure.

Broadcast. Transmit only the withdrawal procedure and institutional conduct. Dawon, cut the quote if the source withdraws.

Logistics. Buses and the return route. Taeho, drivers and citizens each hold veto rights per vehicle.

Dojin's name was on no operation's sole commander column. He stayed at the simulation correction terminal, only reading the field text.

"Cross checking vote counts." Mina spread open the paper minutes.

There were six paper votes from the six team members. Only five appeared in the video record. In the frame right after Sera cast her vote for prioritizing the citizen withdrawal window, her hand remained but the paper had vanished. The audit backup had the voting time and the reason for dissent.

No one wrote down the cause of the discrepancy.

Mina attached only "Paper 6, video 5, backup 6. Preserve the discrepancy" to the audit operation.

Hyeonju arrived at the evidence room. On the access specification beside the door, the payroll garnishment co signature 7C 19, the official account's amplification approval chain, and the original scheduled posting time all ran together in a single line. The external poster's field was blank. The internal approver's name was also redacted.

"There's a possibility this text didn't originate from a private account," Hyeonju said.

"I'll only report the possibility," Dawon answered. "I won't use a subject until the original source is confirmed."

Nine minutes until the command center lockdown.

Hyeonju didn't pull her red vote off the paper minutes. She pushed the corner of her dissenting vote into the narrow slot on the evidence room's terminal.

Dissent reason confirmed.

Disclosure scope restriction confirmed.

Access granted.

The thick evidence room door swung inward.

Hyeonju did not lower her dissenting vote.

Instead, she carried it with her into the most dangerous evidence room.
