Inside the command center, everyone was someone's savior.

But the preview showed no names, only 34 Persons Rescued by the Final Officer. The moment they were rescued, their votes and withdrawals became an execution appendix under Dojin's name. It was the same calculation as stopping the bus the day before. He lowered his hand.
Dojin closed the signature window. "Let's confirm first. Each of us opens only our own door. No one takes over anyone else's role."
The coordination bureau officer spoke over the outside line. "At that pace you won't reach the central review room before containment."
"We're not reaching it." Sera answered. "People go out first."
Next to Sera's gray badge floated a button for immediate command restoration. One press and she could issue orders to every zone in the center. In exchange, citizen withdrawal votes would be recorded as command interference.
Sera opened the citizen representative screen first.
"East-2. Do you maintain consent to rescue?"
"Maintained. Broadcast is held."
"West, hold."
"I agree to moving people inside the center. I withdraw consent to release our statements."
Sera stamped the approval time on the two withdrawal signatures first. Then she pressed "hold on restoration" on her own button.
"I'll give coordinates only. I won't take command authority."
On the center's floor plan, three citizen withdrawal terminals turned green. Sera sent only the shortest evacuation route to whoever would open each door.
The first door was the logistics gate.
Taeho did not drive the four buses that were ready to depart toward the center. He left them at the public stop and sent only one empty return vehicle and one vehicle whose driver insurance had been confirmed to the outer loading yard. The bus that two citizens had put on hold for departure did not move either.
"Six vehicles, two moving. Citizen seating holds at 20 percent. Everyone in the center, all at once? No stock for that."
The logistics gate pressed him to accept the role of Friend Who Will Carry Everyone.
Taeho capped the load at sixteen people and attached separate first and second return tickets. If one driver refused, only that vehicle was pulled, and the person chose the next vehicle again.
"I'm not delivering as anyone's friend. I only accept an evacuation contract."
Six staff members who read the return tickets chose second departure next to their own names. It was a choice that refused the role of the person who had to leave first. The logistics gate opened. Taeho did not go inside. He only laid down yellow guide lights outside.
When the first vehicle reached the loading yard, the shutter dropped halfway. Taeho did not push the vehicle inside but backed it in instead. Eunha checked breathing and skin color through the camera. "Tell me who's worse off first. Do you want treatment, or do you want out the door first?"
One chose only breathing guidance, one chose contact treatment, and the staff member chose transport behind a splint. Eunha wrote the three choices separately on her own screen.
"I will not treat everyone. I'll do only what was chosen."
The corridor sounded a "devotion refused" alarm. Eunha did not raise the output on the remote treatment. She confirmed that the assistant handling hyperventilation guidance had already worked past eight continuous hours and rotated them out first. She sent a single use medical marker only to the one person who had chosen contact treatment.
The door opened not for a devoted savior but by the hands of three people whose treatment scope had been confirmed. Eunha cut the medical output once they reached the guide lights.
"Two doors. Log the treatment end time."
In the third room, the records room, Mina's face was duplicated across hundreds of screens. A caption read Analyst Who Will Reveal Every Original. Under the button for full original disclosure, the projected simultaneous viewer count jumped to 7.4 million.
Mina did not press the button.

She split the records room's transmission into three branches. She split the administrator key among herself and three citizen key holders.
The records room threw an access error at Mina for refusing full disclosure. Mina deleted two citizen withdrawn statements from the transmission queue. The 7.4 million screen went dark, leaving only five verification terminals.
Once every original hash matched, the records room door opened.
"Three doors. The original is not for sale."
Inside the fourth room, the evidence room, was Hyeonju.
In front of her, the official account's scheduled post original, the first pay garnishment order, and the approval timeline lay spread across three lines. The door offered to open if she kept the original inside the agency. It was the role of Legal Officer Protecting the Agency, one that would stop Team 7's disbandment in exchange for keeping the coordination bureau's responsibility sealed from the public.
"Don't you want to protect the team?" the officer asked.
Hyeonju drove her own red dissenting vote into the original preservation device.
"I do. That's why I refuse this deal."

Dawon opened the broadcast.
"This was not a civilian misunderstanding that the agency later quoted. This phrase already existed in the coordination bureau's official account scheduled original first. An internal approver has been confirmed, but their identity has not been disclosed."
She did not use Team 7's innocence or their romantic status as her headline. She did not include the words citizens had withdrawn either. She read only the original text, the official signature, the creation time, and the amplification chain.
The coordination bureau's official channel immediately explained it as a "routine reservation to prevent on site misunderstanding." Mina did not counter it, only laid out the order of creation between the scheduled original and the explanation. The explanation had been made only after the scheduled original was created. Hyeonju added that there was no regulation supporting a routine reservation, and Dawon kept the two statements separate.
For the first time, Dojin saw that evidence without his own name in it was stronger. Even without him saying he was wronged, the timestamps and signatures spoke to the agency's conduct. None of his teammates had to become the lover or the lawyer proving his innocence.
On the evidence room door, instead of "agency protection," "agency conduct disclosure complete" appeared. Hyeonju opened the fourth door.
Three minutes until command center lockdown.
What remained was the central review room. Inside, the five panel judges could only open the door by naming each other as traitors. The screen offered Dojin the emergency one time correction authority again.
Dojin wrote the clause.

This correction is valid only for the central review room's evacuation.
Votes from the field, legal, and analysis functions were attached. Sera approved only the safety measures for moving citizens. Hyeonju confirmed there was no agency immunity clause. Mina separated the execution by each withdrawal target. Her reason for dissent was also logged in one line. Eunha required medical consent to be asked again if it were used on the hyperventilating patients, and Taeho made it stop at the return vehicle's capacity once the door opened.
Mina attached "paper 6, video 5, backup 6" to the execution key log. Sera's vote appeared in the paper and backup records but left only a hand in the video. No cause was written. Once Hyeonju confirmed the field vote with the two records, the execution key opened.
Dojin did not press the execution button.
He split the emergency correction authority in two. He sent the field execution key to Sera and the individual withdrawal key to East-2. Only if both agreed would it apply to any one person, and if either held back, the clause would not execute.
"Sera. Will you execute?"
Sera looked back and forth between the central review room's coordinates and the citizen withdrawal votes. The command restoration button was still right there.
"Hold execution. Ask first."
East-2 asked the central review room. "Do you want to fix the roles of savior and traitor, or be excused from that vote entirely?"
Four of the panel judges chose the correction. One did not answer for a long time. If the whole correction were executed because of that one person, it would bind all five back into a single sentence again.
Dojin waited. Thirty four seconds until lockdown. The buttons were in Sera's and the citizen representative's hands, and he remained only the one reading the clause aloud.
The last panel judge looked at the camera.
"I will not judge anyone as a savior."
East-2 asked. "Do you withdraw your existing vote?"
The judge nodded.
"I withdraw."
The emergency correction authority was never executed.
The last door opened.
