Im Dawon brought a scoop.

The first condition, however, was that the scoop never run.

Mina didn't like that condition, and that was exactly why she trusted it.

At one in the morning, four dryers ran at once in the back storeroom of a twenty-four-hour laundromat. The owner had rented them the hour on the condition that the back door and the fire exit both stayed open, and the vibration meant long-range recording was useless.

Dojin turned off his own terminal first, right at the entrance.

Dawon said, "I haven't set a condition about turning devices off yet."

"Source locations get logged automatically."

"Then good thinking on your part. I just won't quote the compliment."

A single transparent storage plate sat on the folding table. The screen was black. There was no file name.

Instead of playing it, Dawon opened a contract.

Audio: delete all.

Face and reflections: delete all.

Recording start and end times: withheld externally, disclosed internally only to the minute.

Device number and transmission path: viewable only by the original archive.

Length of silent segments, frame hashes, and differences from the official footage: disclosable, but only after the source's final confirmation.

"Deletion requests get processed first," Dawon said. "No playback until confirmation."

Mina tapped her fingers on the other side of the table. "Five hours until Sera's badge gets suspended. How many minutes is the disclosure delay?"

"At least ninety minutes."

"Ninety minutes and the official statement goes out first. Any frame that favors us could disappear too."

"That's exactly why I didn't bring a copy."

Dawon pulled the storage plate back toward herself. The moment she handed it to Team 7, case-record access rights could duplicate the entire original. She was showing them the original, not surrendering ownership of it.

Hyeonju asked, "Did the source understand what the deletion items actually mean?"

"I read them out once, and the source explained them back in their own words. Blurring a face alone doesn't hide the laundromat, the home, or the shift."

"Right of withdrawal?"

"Full withdrawal before publication. After publication, a request to recall the published copy and an objection to preserving the original are handled separately."

"Is a request to destroy the original possible too?"

"It's possible. But if it conflicts with the need to preserve evidence, I have to write down my reason for refusing. That doesn't mean the source's demand automatically wins."

Mina didn't smile. "These conditions are uncomfortable."

"If they weren't uncomfortable, they wouldn't be the source's conditions, they'd just be Team 7's upload template."

"So that's why I trust them."

Dawon opened a text-only confirmation window for the source. No name or number appeared on the screen, only a one-time marker used for this contract alone: `()`. Dawon didn't approve the conditions on the source's behalf. She read each item one at a time, and the source chose directly whether to keep, change, or delete it.

Delete all audio: keep.

Delete all face and reflections: keep.

Internal team timestamps to the minute: change.

The source said that even minute-level timing could narrow down the shift, and asked for it to be lowered to ten-minute windows. Dawon crossed out "to the minute" in the contract and revised it to `00 to 10 minute window`.

Hyeonju asked, "Do you preserve the reason for the change too?"

Dawon didn't turn on the recorder. She asked the source first. The answer was no.

"Reason withheld. Only the outcome of the change is preserved."

Mina calculated the margin of error in the time comparison. With a ten-minute window, it would be harder to determine whether it lined up exactly with the official token at 05:40. "Fourteen percent drop in evidentiary strength."

A new line appeared in the source's window.

That fourteen percent is my work schedule.

Mina fell silent, then deleted the minute-level filter from her own dashboard. "We go with the ten-minute window. Delete the number joke too."

The last item was disclosure of the silent segments. The source didn't allow it right away, choosing instead "review upon final confirmation." Dawon made the ninety-minute timer visible on the source's side as well. She didn't hide the cost of delay, but she didn't push for a quick answer either.

From the edge of the storage plate, Dawon pulled out only six low-resolution still frames. These were fragments the source had already approved for verification.

The first frame showed the editing booth for the Adjustment Bureau's no-fault test broadcast. The same file number appeared in the footage queue used for that no-fault test broadcast.

The second through fourth frames were 8.2 seconds without sound. The audio waveform hadn't been erased, an empty track of zero length had been inserted from the start. Across the footage ran the provisional charter vote tally.

In favor: 3.

Against: 2.

Conditional approval: 1.

In the fifth frame, Sera raised her hand against.

The sixth frame showed the same place, the same people, the same time, but the vote was missing. Sera's hand was still raised, and a single frame had gone black. From the next scene on, the caption changed to "Unanimous approval, all of Team 7."

Dojin looked for his own position before he looked at the caption. In the corner of the frame he was holding the vote tally summary. It was right after he'd read the result, including the two votes against. In the official broadcast, it had been spliced together so that he looked like the one announcing "unanimous approval."

"Is my voice in there too?"

"It's in the original. It's on the deletion request list."

"Why my voice too?"

Dawon turned off the recorder before asking. "This question is off the record. The source's voice and yours overlapped on the same channel. If we keep only yours, the background breathing could still lead back to the source. Do you still want it disclosed?"

Dojin looked at the screen showing Sera's suspension countdown. If he disclosed his own voice right now, he could refute the distortion of the vote. In exchange, the source's breathing and shift location could be traced.

"I don't want that."

Dawon didn't turn the recorder back on. "That answer doesn't go in the article either."

Mina compared the frame hashes of the still images against the official broadcast. It was confirmed that exactly one frame was missing between the fifth and sixth. The location matched the eight missing frames from the no-fault test broadcast and the single-frame gap in the promotion review footage.

"Same segment, three times. The odds of coincidental editing just dropped. Who deleted it is still zero."

Hyeonju corrected her. "Not zero. Unconfirmed."

"Number joke failed. The record stays unconfirmed."

Dawon enlarged the export receipt on the fifth frame. There was no official staff name in the approval field.

Co-signature 7C-19.

Below that, the person-in-charge field was an empty set of parentheses.

That matched the co-signature time on Dojin's pay garnishment order, and it also matched the generation time of the official token. The approval chain was the same too. But who the empty parentheses belonged to, whether 7C-19 was a person or an account, and whether the same party had processed all three records, none of that was confirmed.

"Existence, chain, and timing. Nothing more," Hyeonju said. "Concluding it's the same person is forbidden."

Dawon deleted the sentence in her draft that named the same person. "That's how it'll read in the article too. Once I'm allowed to write it."

Mina was already building a draft rebuttal dashboard.

Official statement footage, confirmation that Sera's dissenting vote was deleted.

The 8.2 seconds of silence and co-signature 7C-19.

Projected views: six million. Next to the publish button, Sera's expected suspension time counted down in parallel.

"If we wait ninety minutes, Sera could lose command," Mina said.

Dawon answered, "If we post it now, the source could lose their job."

"Both are possibilities."

"Which is why I won't settle one possibility by charging it against someone else's certain loss."

At that moment, the Adjustment Bureau's official statement broadcast began. While Team 7 waited on the source's confirmation, the caption "allegations of evidence tampering" appeared at the bottom of the screen. The review of Sera's badge suspension moved up from five hours away to three.

Twelve thousand rebuttal requests piled up in Mina's publishing window. Posting the still frames alone could flip the caption. Dojin cut off the camera, Hyeonju cut off the auto-capture, and Mina cut off the storage plate's collection zone, each of them severing their own line.

"The official broadcast went out first," Hyeonju said. "Do you want to change the conditions?"

Dawon looked at the source's confirmation window. There was still no answer. "No. The agency's speed doesn't stand in for the source's answer."

A single line from Sera arrived on Dojin's terminal.

Don't negotiate using my badge clock.

Dojin didn't show the message to Dawon. He replied only with "Confirmed." He didn't use Sera's loss of command to pressure the source into consent.

Mina looked at Dojin. "Can a correction lock down the disclosure scope alone?"

A draft consent correction opened automatically on Dojin's screen. Without knowing the source's name, he could designate them only by the role "provider of the deleted clip" and permanently fix their face, voice, and timing as non-disclosed. If it succeeded, protection would come fast. If it failed, the cost would come out of what remained of his contract standing.

But there was a problem before any of that.

The source hadn't read the wording.

"I can't do this. The party involved hasn't read and consented to the role name and the scope of permanent non-disclosure."

"Even though it's meant to protect them?" Mina asked.

"Protection that replaces someone's choice is still coercion."

Dojin closed the draft. Sera's badge could be suspended in five hours, but he wasn't going to spend that time in place of the source's consent.

Dawon looked at him. "Can I record that decision?"

"Does it help the source?"

"It explains why the team delayed disclosure. But it also turns into a sentence that makes you look like a good person."

"Cut that part. Just the fact that we couldn't act without consent."

"Confirmed."

Dojin also pulled up records that were unfavorable to himself: the three seconds he'd nearly used his own fingerprint to approve access beyond its purpose at the backup center, the false intake statement he'd given in front of the agency director, the correction he'd abandoned without the driver's consent. The claim that the team had always kept consent wasn't the immediate truth.

"Look at this too. If you only attach the successes, it becomes unanimous approval all over again."

Dawon didn't take the file, she read the list first. "Choose which parts go public, which stay internal to the team, and which stay private."

"The attempted approval and the false intake statement go public. Medical figures and staff identities stay private. The abandoned correction stays within the scope that's already public."

"What about Captain Sera's records?"

"I don't choose those."

"Good. I won't quote that line. We'll confirm it through action instead."

Hyeonju built a three-column source verification table: confirmed, disclosable, and not yet asked. The confirmed column held the 8.2 seconds of silence, the missing frame, and 7C-19 at 05:40. The disclosable column stayed empty, since the source's final confirmation hadn't come yet.

Mina moved the six-million-view draft into storage. "Immediate rebuttal on hold. Ninety-minute timer. If the official footage drops before then, we just protect the original hash and stay silent."

Dawon asked, "Any complaints?"

"Plenty. Enough to put on record."

"Please record them. So I can't dress up the conditions as heroic later."

Mina wrote down her objection. Delaying disclosure narrows Sera's chance to defend her command. Even so, she objects to publishing before the source's deletion request is confirmed.

The dryers outside the laundromat stopped. Eighty-seven minutes remained.

Dawon didn't rest her hand on the play button.

She pressed the source's deletion request confirmation box first.
