Sera could have gotten promoted by lying in just one line.

Hyeonju had to record that line.

The two of them had their first real fight in a room without Dojin.

Kang Eunha stood leaning against the wall of the promotion review waiting room, watching Sera's right hand first. The fingers sticking out past the brace curled a little more with every review call tone. When asked about her pain, Sera answered with time remaining instead of a number.

"Twelve minutes."

Twelve minutes until closed testimony submission closed.

Accept, and the promotion review resumes immediately.

Refuse, and a temporary suspension of field command authority goes under review.

The testimony statement the review board sent was one line.

Baek Dojin intervened in the Guryong Station rescue and the subsequent correction out of personal affection, without Yoon Sera's approval, and any judgment on the private relationship between the two is unrelated to Team 7's official procedures.

The first half was false. Sera had read Dojin's clause at Guryong Station, chosen the condition herself, and signed it. At the north gate she had ordered the correction stopped and Dojin had let go. Cut off the first half, and the second half read as correct. Judgment on a private relationship should have had nothing to do with official procedure.

The committee had tied the two sentences into one line.

Promotion and responsibility got tied together with them.

The moment the testimony statement opened, a new field appeared on Sera's command badge.

Relationship Clarification Guardian: Baek Dojin.

Submit closed testimony, or have the guardian confirm the facts on her behalf, to gain access to the review room.

Dojin was at another shelter, checking the original script of a victim caught in the no fault test broadcast backflow. If she pressed the call button, he could be connected within thirty seconds. The committee had reclassified him, not as the testimony subject himself, but as Sera's relationship guardian.

Sera pressed the button and refused the call. The review room door locked.

"Why does my review need a guardian?"

The proctor answered from beyond the glass wall. "It's a convenience procedure meant to reduce the burden of explaining personal matters."

"It's a burden if I answer directly, but convenience if a man answers for me?"

"It doesn't have to be Associate Baek. Any adult who knows the facts of the relationship works."

Sera closed the list of alternate guardians too, which had Eunha's and Hyeonju's names on it. Her emotions didn't move. Only the access rights to the review room shifted onto someone else's confirmation.

Eunha deleted the "medical relationship observer" field next to her own name. "Behavior observed during treatment is not private testimony for a promotion review."

Hyeonju had been about to record the time of the guardian call refusal too, but caught Sera's look and stopped her hand. They hadn't agreed yet on what to leave behind.

Hyeonju set the testimony statement on the desk. "You can refuse. But we need to record the exact wording presented and the time of refusal, so the coercion procedure can be audited."

Sera flipped the paper over. "That would leave a record that I even read that sentence."

"It's a closed seal."

"My exam footage got out of a ledger that was supposed to be closed too."

"That's why I'll separate the original hash from who accessed it."

"Separating it means it won't leak?"

It took Hyeonju two seconds to choose her answer. "I can't guarantee it won't leak."

"Then don't record it."

"If there's no record, the committee will say it never demanded testimony at all."

"If you leave it, they'll pull out the same line at the next review. Call it precedent."

The waiting room door closed. The review proctor checked the recording status through the window. The red light was on.

Eunha didn't sit between the two of them. Sera's pulse band read 104. There were four nail marks on the back of Hyeonju's hand. There was no way to diagnose, by the body alone, which of them was more right.

Hyeonju summarized Sera's position first.

"You believe that the very act of preserving the original wording of the coercive clause risks legitimizing that clause as an institutional record. Especially since closed control has already failed once, you judge that sealing the original isn't safe either."

Sera answered briefly. "Right."

"Anything I summarized wrong?"

"No."

Sera turned Hyeonju's own logic back on her.

"You think that without the original text and the timestamp, coercion can't be proven. That if all that's left is the fact that I refused, the committee can erase the question itself."

"Correct."

"Anything wrong?"

"No."

Even after understanding each other exactly, the conclusion didn't get any closer.

The countdown dropped to 9 minutes 20 seconds.

The review proctor opened the door. "The witness only needs to read the statement aloud and answer either 'true' or 'not true.' The recording will not be disclosed to anyone outside the review committee."

Sera asked. "Who edits my answer?"

"It isn't edited."

In the preview screen Mina had sent over, one frame right before Sera's past dissenting vote showed up black and empty. The same position as the eight missing frames from the previous test broadcast. The review proctor called it a video compression error. No edit log was submitted.

"If it's a compression error, show the original."

"Review materials belong to the committee."

"Then I won't read it aloud."

The proctor looked at Hyeonju. "Legal counsel, please record the refusal on her behalf."

Sera pushed her chair back. Her right shoulder moved with it and her face went stiff for a moment. "Don't proxy my refusal either."

Hyeonju reached toward the recorder, then stopped. "I'm not acting as your proxy. My record concerns what conditions the committee presented."

"If there's no answer from me, your record is incomplete too."

"Then I'll leave it incomplete."

"You just said you needed the original."

"I do need it. But not before your consent."

Sera's fingers straightened outside the brace. Eunha didn't call it relief. She only noted that the pulse had dropped to 99.

Hyeonju opened a blank audit form. In the audit subject field, she deleted the name Yoon Sera.

Audit subject: The promotion review committee's closed testimony demand procedure.

Issue: Whether reading aloud a relationship clause that misrepresents the facts was demanded as a condition of promotion and command authority.

Scope of preservation: Time of proposal, conditions for passing review, penalties for refusal, missing video frames.

Excluded from preservation: Yoon Sera's explanation of her private relationship, unwanted audio of the original clause read aloud.

Sera read the form. "The original wording of the clause?"

"I'll return the copy you gave me. The existence and hash of the file the committee sent has to be secured from a separate source."

"And if you can't get it?"

"The procedural audit weakens."

"My command authority gets suspended first."

"I know."

"Knowing that, you're still putting my career up as the cost of failing to collect evidence?"

Hyeonju's expression wavered for the first time. "I won't call your career a cost."

"You already calculated it as one."

Hyeonju didn't argue back. She had calculated that if Sera chose an unrecorded refusal, the audit would weaken, and she had set that weakness side by side with Sera's loss of command authority. Drawing a procedural distinction didn't make the exchange Sera felt disappear.

Only then did Eunha speak.

"Neither of you is fighting to protect the other."

Both of them turned to look at Eunha at once.

"Captain Sera wants my refusal to not end up inside the institution's wording. Counsel Hyeonju thinks the refusal has to be left in the record for coercion to be proven. The break here isn't about Dojin, and it isn't about not trusting each other. It's that you haven't agreed on whether a record protects a person or grabs hold of them again."

Sera asked. "So which is it?"

"If I choose, that's a proxy too." Eunha pointed at the counter. "What's needed right now is two choices. Keep fighting with the recorder on, or turn it off and each say what you'll do next."

"Turn it off."

"Agreed."

Just as Hyeonju was about to hit stop on the recording, Im Dawon appeared outside the waiting room. No camera, no recorder. Just a transparent envelope in her hand.

"I got a copy of the committee's testimony form on the condition that I don't reveal my source."

Hyeonju didn't lower her hand. "Who provided it?"

"If I answer that, I can't give you the copy."

"How do we verify it's genuine?"

Dawon showed the receipt time and file hash printed on the outside of the envelope. It matched the testimony statement sent to Sera. "I won't quote the original text. I can only report on its existence, the conditions for passing, and the penalty items. I won't report Captain Sera's answer."

Sera asked. "Why didn't you run the story first?"

"If the scoop doesn't stop the coercion, the same form goes to the next person. First I need an audit case number."

"What about my name?"

"I'll leave it out."

"Leave out Team 7 too."

"I'll write only about the committee procedure."

Dawon didn't hand the copy over to Hyeonju. She only agreed to hash verification and testimony of its existence. The original file stayed in a source protected vault. Hyeonju wrote that exact scope into the audit form.

Dawon's editor called up a video chat three times. A headline reading "Exclusive: Secret Lover's Testimony Statement" and a photo of Sera were already placed at the top of the page. Five minutes to deadline. The request was just to confirm the name and one line of the original text.

Dawon didn't turn the screen share toward Sera. "You haven't consented to the use of that headline or photo, so I'm taking it down."

"If I refuse, does the article itself disappear?" Sera asked.

"Today's exclusive disappears. After the audit case is filed, I'll run it again without names."

The editor asked if she was blocking a story in the public interest. Dawon answered in two sentences. She would report that a coercive form existed. She would not demand another answer from the person who had been coerced.

The top of the page switched to a different article. Dawon's own byline came off it too. She attached the cancellation screen and the lost deadline to her own reporting notes, and didn't push the responsibility onto Sera.

Confirmed the existence of an independent outside copy.

Only hash comparison permitted.

Audit case filed.

The counter read 3 minutes 08 seconds.

Hyeonju sent the audit case number to the review proctor. "The testimony demand procedure is now under audit. Hold the command authority suspension review until the results come in."

The proctor answered ten seconds later. "Insufficient grounds for a hold. The notice of temporary command authority suspension remains in effect if testimony is not submitted."

The edge of Sera's command badge turned yellow.

Suspension pending. Time remaining, 2 minutes 41 seconds.

Hyeonju looked at Sera. "I judged too quickly that I could buy time with an audit."

"If I accept your apology, are you going to tell me to submit?"

"No."

"Then I'm not accepting it right now."

"Understood."

Hyeonju didn't withdraw the apology or push for forgiveness. She added her own error in judgment as the first line of her audit memo.

Eunha asked Sera's pulse again. Sera read the screen and said, "Ninety six." She still didn't say anything about the pain.

"Pain level?"

"Seven."

"Should I record it?"

"Medical record only. Keep it out of the review materials."

Eunha marked only that scope.

The counter hit one minute.

Sera left the signature line on the testimony statement blank.

"Baek Dojin did not act without my approval. A private relationship does not stand in for official procedure either. I will not give testimony that ties those two sentences into one line."

Hyeonju turned off the recorder.

Even after the red light went out, Sera kept giving the same answer.
