Twelve minutes after O Hyeonju signed 'Rescue Complete,' seven people couldn't go home.
Two at the call center.
Two at the refrigerated warehouse.
Three at the complex mall's machine room.
Not three. Not the number of people rescued, and not the number of people at the same location. It was the number of people who had pressed "exit confirmed" after watching three doors open.
Hyeonju had read the confirmation checklist three times right before signing.
Injured: 0.
Exits: 3.
Substitute roles assigned: 0.
Consent amendments executed: 0.
Disclosure scope confirmed for each party.
Execution responsibility separated.
The requirements checked out. So she closed the case status as "On-site rescue complete, role cause investigation ongoing." She kept the objection window open and left the cause investigation unfinished. Only the on-site rescue was closed.
Tension in the command center eased. Mina masked the reversible coordinates again, and Taeho moved the manual equipment to the return list. Garam received a case number for her voting rights request.
For the first time, a line appeared on Sera's reinstatement review screen that wasn't a loss but an achievement.
"Separated evacuation route design: three people exited without injury."
Hyeonju's audit record also gained an entry: "On-site verification of role-based stop rights." The publicity window held off on distribution until the disclosure scope for each party was confirmed.
The first person to report in was the call center's night security guard.
"I confirmed the counselor came out through the emergency stairs. That's all."
An item labeled "successful handoff witness" had appeared on his access terminal. It came with authority to open the emergency stairs and automatic doors first. In exchange, he couldn't leave the building until the guardian role left on the evacuee was handed off to someone else.
The night shift supervisor pressed the logout button next to the guard. The screen registered him as the second witness.
At the refrigerated warehouse, the two employees who had held the shutter chain were bound in as safety guarantors for all returned cargo. Authority to manually open the cold barrier door and a ban on leaving the site before shift handoff were attached at the same time.
At the machine room, the on-duty staffer, the cleaning worker, and the disaster prevention room switchboard operator who confirmed the facility technician's exit all received pump restart authority. If even one of the three held an objection in reserve, the other two's departures would also stop.
None of the seven people on the video screens had been in the middle of the rescue scene. The security guard stood in front of the revolving door of an empty lobby, and the night supervisor couldn't take off his headset. The warehouse employees' gloves were stained with rust from the shutter chain. The machine room's cleaning worker kept switching her grip between the mop handle and the pump control panel. Letting go set off a water supply alarm, and holding on got her recorded as the facility manager.
They weren't bystanders. They were people who had checked a door, held onto a device for a moment, and let the next shift know. The work left behind had turned them into witnesses.
Hyeonju zoomed in on the screen.
The new roles had been generated four seconds after the rescue complete signature.
The processing route was RETURN-04.
The issuing party was blank.
None of the seven new victims had consented to the role change. It wasn't that the consent amendment had failed. There had been no attempt at all.
"It's witness backflow," Hyeonju said.
Sera leaned toward Hyeonju's screen, her right arm still in a brace. "Why isn't this showing up in the objection window?"
Hyeonju checked the case number. The seven reports had come in not as new injury objections but as "reference material filed after completion." A completed rescue case had no emergency objection button. A verification officer would have to reclassify the reference material as an active injury.
That verification officer was Hyeonju.
"The closure classification was applied first."
"Who did that."
Hyeonju pointed at her own signature. "I did."
She didn't press the reclassification button. The mere fact that new roles had been attached wasn't enough to justify disclosing the seven people's statements and work histories. The cause record on the return processing line was also still sealed as read only.
Hyeonju set a six hour evidence quarantine.
The same clock appeared in the upper right corner of all seven screens.
"Reclassification review: 05:59:59."
When the guard pressed the objection button, only a gray window reading "reference material for a completed case received" opened. The quarantine Hyeonju called protection was hiding urgency along with names.
During the quarantine, the seven people's names, workplaces, and call records would not be disclosed externally.
After each of them chose their own disclosure scope, the reports would convert to active injury objections.
The field commander's redeployment is prohibited before medical clearance.
Sera read the third line. "Why is my deployment in here."
"Your right shoulder pain is a 6. It's a requirement to separate confirming the new case from your redeployment."
"If they're separated, the new case should be open right now."
"There's no disclosure scope set."
"Not disclosure. The objection."
"If the objection opens first, it links to the completion record, and the three worksites could be reverse traced."
"Who gets to choose that possibility."
Hyeonju couldn't answer. The six hour quarantine had blocked disclosure, but it hadn't been a choice for the people reporting. She had imposed the time she judged safe on all seven of them at once.
The call center guard called again.
"I don't want my name disclosed. But do I have to wait six hours to say I want to leave right now too?"
"No," Hyeonju said.
That single word proved the quarantine was wrong. But admitting it was wrong and unwinding it safely were different things.
Hyeonju tried to lift the quarantine. The system threw up a warning.
While the rescue complete record is maintained, new objections will be merged as error claims against the existing success.
If the objection opened, the seven reports would attach to a claim that Sera's on-site rescue had failed. It would collapse into a single sentence saying the new injuries occurred because Sera had extracted people incorrectly.
Hyeonju stopped her hand.
"I'll amend the completion record first. If I keep the rescue success and just add the unresolved roles..."
"Then the seven of them become a footnote to my success," Sera cut in.
"It doesn't mean the rescue was a failure."
"I know. That's why you erase my record."
Hyeonju looked at Sera. "Which record do you mean."
"The field commander achievement. The line that put the three exits into my reinstatement review."
In Sera's personal performance field, "separated evacuation route design: three people exited without injury" had been entered. Even though she had refused restoration of temporary command authority, the rescue achievement could still serve as material for a promotion reconsideration.
If that line were withdrawn, the case's completion classification would also be automatically re-reviewed. The field commander's personal achievement and the team's success declaration were tied to the same completion code.
"I quarantined it to protect you," Hyeonju said.
"The requirements are different."
Sera handed the words right back to her.
"Stopping my shoulder and delaying someone else's objection are different requirements."
"If you withdraw the achievement, you lose one piece of recovery material in the command suspension review."
"I know."
"The risk that the new reports get merged in as a rescue failure also remains."
"Leave that sentence as the agency's responsibility too. Don't protect my success by shutting seven people's mouths."
Sera pressed her performance line with her left hand.
Withdraw use of achievement.
She didn't write much in the reason field.
Cannot take priority over a subsequent injury objection.
Hyeonju didn't confirm the choice on Sera's behalf. She read Sera three sentences: the loss of promotion material after withdrawal, the need for a separate reconsideration to restore it, and that the original rescue record would be preserved.
"Understood," Sera said.
"Are you withdrawing it?"
"Withdraw it."
Sera signed it herself.
The completion code released.
An emergency objection button appeared on the screens of all seven reports.
Hyeonju immediately withdrew her own six hour quarantine too. Name disclosure: 0. Workplace disclosure: 0. Current exit requests: 7. Role wording disclosure: 4. Device record preservation: 5. On hold: 2.
The choices weren't the same.
The call center guard chose immediate exit and disclosure of the terminal wording, while the night supervisor chose only exit.
One warehouse employee left the chain operation timestamp on record while hiding the returned cargo number. The other one put even the record on hold.
The three people at the machine room masked their worksite coordinates and disclosed only the screen showing the pump authority's origin. The cleaning worker separately requested that her job title be hidden.
Hyeonju didn't bundle the seven requests into a single victim group. The exit routes differed by site too.
A regular security shift arrived at the call center. Before the new guard pressed to confirm the role handoff, the original guard handed over the emergency stairs' mechanical release key and left the building. The role stayed, but the ban on leaving the site was routed around through a standard shift handoff.
The two warehouse employees fixed the cold barrier shutter's manual pin in place without guaranteeing the returned cargo. In exchange for suspending night deliveries for 38 minutes, both of them went home.
The three at the machine room didn't switch the pump back to automatic. The mall's water supply could hold out on the reserve tank for 54 minutes. While Taeho brought over the standard equipment handoff sheet, the three of them left one after another without naming each other as successors.
A separate cost was left behind too. 110,000 won for the call center's regular security shift allowance, 38 minutes of delayed night delivery at the refrigerated warehouse, and 19 minutes of reserve tank use at the mall. No one's exit was covered by making someone else work an unpaid shift.
Seven people exited.
New role handoffs: 0.
Consent amendments: 0.
Role releases: 0.
Hyeonju stopped on that last number. The people had gotten out, but the roles had been left behind again. She couldn't declare success a second time.
A headline was already sitting ready in the team's publicity window.
"Team 7's separated choice procedure, three locations fully resolved."
Hyeonju didn't delete the headline. Deleting it would have erased who had claimed what success and when. Instead, she withdrew its distribution status and attached a correction underneath.
This was not a full resolution.
After the initial three exits, the role burden flowed back onto seven confirming witnesses.
O Hyeonju classified the on-site rescue completion to function like a case completion, and set a quarantine that could delay subsequent objections by up to six hours.
Yun Sera withdrew the use of her own rescue achievement as promotion material in order to open the subsequent objection.
The 7 people have currently exited, but the 7 roles have not been released.
Sera read the correction. "What I asked you to erase was the achievement line. Don't erase the original rescue record too."
"It's being preserved."
"Then it's fine."
Hyeonju didn't hide her apology behind procedural language.
"I decided seven people's timing for raising an objection under the excuse of protecting you. That was wrong of me."
Sera didn't say it was fine right away. "Next time, put a hold only on my medical clearance. Don't tie other people's reports to it."
"I will."
The correction was published before the success announcement.
Three minutes later, the agency updated Team 7's disbandment review file.
Voluntary submission: seven subsequent injuries resulted from an unverified procedure.
Voluntary submission: field commander's achievement withdrawn.
Voluntary submission: legal officer's error in quarantining reports.
Hyeonju didn't cover the three lines with a rebuttal. She attached, in a separate field, only the part the agency had cut out.
All seven exited.
Objections forced to withdraw: 0.
Role cause: unresolved.
The disbandment review was moved up to four in the afternoon that same day.
The record of the victory hadn't disappeared.
Only the declaration of victory had been withdrawn.
