The first report came in at 8:37 a.m.
The call center rooftop fire control room, the underground loading dock of the refrigerated warehouse, the machine room of the mixed use commercial building.
The same phrase appeared on the entrance screens of three locations, each twelve kilometers apart from the others.
`RETURN-04 return in progress.`
Yun Sera opened the other two screens at the same time in the car heading to the refrigerated warehouse. A call center agent was trapped in the rooftop fire control room, a delivery driver in the loading dock, a facilities technician in the machine room. All three were people Rin had taken statements from a few days ago, each in a different range.
All three had received the same notification overnight.
`Withdrawal available anytime after role performance confirmation. Free processing at the nearest return counter.`
The call center agent had pressed the rooftop terminal on the way home. The delivery driver, unloading return boxes, had ended up at the loading dock. The facilities technician had gone to the machine room over a malfunction report. Only after the doors closed did one more line appear.
`Exit possible upon completion of handover to same role.`
"That's not a withdrawal, that's a shift change." Sera said.
Hyeonju answered from the other end of the call. "There's no record of a formal agreement correction filing. Same training watermark as the official sample, same typos, and the word withdrawal that doesn't appear in official documents. All confirmed."
The same traces as Rin's confirmation document.
An emergency proposal from the Correction Bureau came up on the vehicle screen.
`Remote unlock of all three locations upon approval of integrated rescue command.`
The conditions were immediate temporary restoration of Sera's field command and registration of Garam as a luck confirmer.
Live rescue streaming and disclosure of victims' work history were also set as defaults. The opt out box was disabled.
"They're saying one button ends it." Garam said from the passenger seat. He was talking faster than usual. "My face is already as ruined as it's going to get, the school knows, my exhibition's delayed, and honestly one more line isn't going to double my tuition."
"It also broadcasts who has to stand in for who."
"Yeah. That's why I don't want it."
Garam closed the luck confirmation button on his own screen.
The Correction Bureau immediately posted the delay time for rejecting the emergency proposal.
`Rescue delayed by 6 minutes due to confirmation of parties' choices.`
Sera picked up the radio.
"Hyeonju on the roof, Taeho in the machine room. No integrated unlock. Separate the people's exit from the record disclosure. Confirm survival every thirty seconds. No attempts to edit the wording."
"What about the refrigerated dock?" Taeho asked.
"I'm going."
"What about the final unlock signal?" Garam asked.
Sera looked at the loading dock blueprint before answering. The locking mechanisms at the three locations were all different. The fire control room's was attached to a smoke exhaust damper, the loading dock's to a cold air shutoff shutter, the machine room's to a water pump switch panel. But all three controllers were sending signals to the same fourth processing line at an outer collection center.
Opening one location first would dump the roles of the other two onto whoever opened it. The emergency proposal was a way of shifting that risk onto Sera and Garam.
"You hold it." Sera said.
Garam looked up.
"I'll line up the three exits. You confirm the final condition and send the signal."
"What if I'm late?"
"Then we wait."
"Even if someone looks like they're about to get hurt?"
"Then I log the cost of breaking off the rescue. Either way, I'm not casting your vote as a yes in advance."
Sera deleted the integrated command approval window and her own name inside it.
The loading dock shutter had come down to waist height. Inside, the delivery driver was wrapped in the cold air barrier, hanging onto a manual chain. Letting go of the chain would close the shutter; continuing to pull it would get logged as performing the role of "protected delivery worker." Protection authority and a duty not to leave shone on the same line.
Sera didn't push her body under the shutter. She looked for the mechanical brake pin on the outer post first.
"Give me coordinates."
A facility management employee pointed out the pin's location on video. Inside the cover, second groove below the red handle.
Sera pulled the pin halfway out with her left hand. Her right shoulder stiffened first. Eunha's voice came through the earpiece, asking for a pain reading.
"Five."
"Stop using the right arm."
"Confirmed."
Sera took her right hand off the chain and handed it to a site worker. Pulling it alone would be faster. Instead she had two people each grip one handle, while she herself only adjusted the angle of the pin.
On the roof, Hyeonju asked the call center agent through a door.
"Do you just want out, or do you also want the fire control room records preserved?"
"Just out. I can't let my company find out I played savior again."
"Your name and consultation history will both stay private. Should I also discard the lock timestamp hash?"
There was a brief silence.
"Just leave the timestamp. Someone else might need to get in."
The facilities technician in the machine room chose full disclosure of the terminal text along with exit. He blocked out his own name and the business address but kept the training watermark and the typos.
The delivery driver inside the loading dock asked Sera.
"Do I have to disclose the box number to get out?"
"No."
"The vehicle number?"
"No."
"Then how do I prove what I did?"
"You choose what range you want to prove. Getting out has nothing to do with that."
The driver disclosed only the work start and end times and the original text of the return notification, closing off the box, vehicle, and pay information.
On Garam's screen, the three people's choices came in as different colors.
Exit, three.
Text disclosure, one.
Lock timestamp hash preserved, one.
Return notification original text disclosed, one.
Identity disclosure, zero.
Role handover consent, zero.
"This shouldn't get bundled into one vote." Garam said. "I am a fan, and yeah, I do want to see the rescue happen fast. But I don't want this. The three of them picked different things, and if I press luck confirm once, it all turns into the same yes."
Sera asked. "Got an alternative?"
Garam zoomed in on the collection center control screen. Under the luck confirmation button, a line of gray text was hidden.
`Manual confirmation by party representative available with on site commander approval.`
Representative registration didn't make the decision for anyone. It was authority to confirm that the three choices stayed separate and to stop if they didn't match. The confirmer's name stayed on the record, and they had to account for any error.
"I'll do this." Garam said. "Not luck, confirmation. And after it succeeds, I get to be the one who picks what gets disclosed last."
"Approved."
The moment Sera finished speaking, the warning alarms at all three locations sped up at once.
The return processing line began an automatic shift change.
The chain slipped from the delivery driver's hands in the loading dock. The shutter dropped by two finger widths. The rooftop damper closed and the fire control room's temperature rose, while the machine room pump started reversing its drainage direction.
The central screen recommended integrated unlock to Sera again.
`Immediate termination upon direct rescue by field commander.`
If she pressed it, Sera would be logged as the one who opened all three doors, and Garam's confirmation would disappear. The live feed had already framed a shot of Sera bracing the shutter.
Sera kicked the camera with her toe so it pointed at the ceiling.
"Rooftop, time remaining."
"Forty two seconds."
"Machine room."
"Thirty eight seconds."
"Loading dock, thirty five. Garam, you decide."
Garam's finger trembled over the manual confirmation button.
"Can the person who kept the lock timestamp hash withdraw it later?"
Hyeonju answered. "Yes. We'll preserve only its existence and the current time and hold off on disclosure."
"What about the part of the facilities technician's text that could be reverse engineered into the business address?"
Mina sent over the redacted screen. "Two more lines shielded. Typos and watermark stay."
"What time does the delivery driver's original text get disclosed?"
"After all three people's exits are confirmed." Sera said.
"If I fail, does it go on record as a failure because there was no luck?"
"No. Confirmation design failure, Chae Garam. Exit failure, Yun Sera. Logged separately."
Garam let out a long breath.
"Then I'm sending it."
The manual confirmation signal came through.
On the roof, Hyeonju bent the damper's brake plate. In the machine room, Taeho and the facilities technician turned two pumps in opposite directions. In the loading dock, Sera pulled the pin all the way out while two site workers hooked the chain.
All three doors stopped at the same instant.
They didn't open at the same time.
The call center agent came out onto the rooftop stairs first. Hyeonju didn't ask her name, just checked her wrist oxygen reading.
The facilities technician got out of the machine room before the water rose past his ankles and cut the power to his own terminal himself.
The delivery driver let go of the chain last. Sera didn't take the shutter's weight on her shoulder but wedged in a floor brace. After the driver crawled out, he checked his own return notification again on Sera's screen.
Injuries, zero.
Exits, three.
Substitute role assignments, zero.
Agreement correction executions, zero.
Sera only sat down after checking those numbers twice. Eunha fastened the brace on her right arm and asked.
"Pain."
"Six."
"It was five before."
"Up by one. Log it."
"You told me fast today."
"The disaster grade dropped by one."
The fourth processing line at the outer collection center automatically stopped along with the on site unlock. The `RETURN-04` on the sticker Taeho had brought wasn't a vehicle name. It was the number of the return processing line that redirected the withdrawal requests from all three locations back into substitute role handovers.
The processing records held the same six digit issuance pattern as the twenty one receipts.
The issuing party was still blank.
There was no seller name either.
But it was confirmed that a phrase sold to different buyers had come back through the same processing line.
Garam chose the disclosure scope himself.
Victims' names, zero.
Business addresses, zero.
Disclosure of the three people's differing choice ballots.
Disclosure of the RETURN-04 function and issuance rules.
Disclosure of the luck confirmation refusal record.
Disclosure of the party representative's manual confirmation record.
Sera said. "What about the footage of me doing the rescue?"
"Only the ceiling came out well. A very stable plumbing documentary."
"That one's fine to release."
Garam was laughing until his hand stopped on the last box.
`Representative confirmer: Chae Garam (temporary). No voting authority.`
He didn't hide that line. Below it, he attached a request form.
`Not as a rescue target or a luck confirmer, but as the party representative responsible for the disclosure scope of these choices, I request citizen review voting rights.`
He hadn't asked anyone on Team 7 to write the wording for him.
Sera didn't stamp it with approval. Citizen review voting rights weren't a prize the field commander could hand out.
Instead she logged the time it was received and asked Garam.
"You're going to publish this?"
"Yes. If it gets rejected, that goes on record too."
"Then put it in your blank."
The results table didn't end with a single winner.
Design of three exit routes, on site cost, Yun Sera.
Separation confirmation of choices, disclosure scope, Chae Garam.
Manual unlock by function, Oh Hyeonju, Ma Taeho, on site workers.
Exit and evidence scope by victim, each individual party.
Temporary command restoration, Yun Sera, not accepted.
Increased right shoulder pain, Yun Sera.
Representative voting rights, Chae Garam, pending review.
The Correction Bureau never took down the caption "delayed 11 minutes due to confirmation of choices."
Beside it, all three people walked out through their own doors.
