Twelve Seconds to Lose Command

It took Sera twelve seconds to lose command.

Eight of those seconds were spent explaining that she was Dojin's lover.

Sera used the remaining four seconds to demand disclosure of the original footage.

Oh Hyeonju closed her own defense draft at the legal counsel's desk in the open promotion review hall.

Fifty two citizens were trapped in East Shelter 3. All six exit doors could only be opened by "a witness waiting for the commander's secret lover." Dojin's correction authority was sealed, and Sera's command badge had turned yellow.

Team 7 worked around the badge.

Sera pulled up the evacuation map on her personal screen. She didn't send a command token, only read out door numbers and smoke flow. Mina turned those words into an analysis alert, Taeho into a logistics work order, and Eunha into a medical evacuation sequence, each re-approving it through their own role. It was a way to pass along one person's command while hiding whose it was.

Hyeonju attached an emergency exception clause.

No correction to the relationship role.

Only physical separation of the lock mechanism permitted.

Citizen movement to be re-verified at each exit door.

Sera's command authority not to be used.

That last line was only half true. Sera's badge signal hadn't been used, but her map and judgment had. Hyeonju could have hidden that gap in a footnote for the audit response.

She deleted the footnote.

The review chairman began the live broadcast. There was zero delay. His statements were transmitted instantly as subtitles on the wristbands at the East Shelter. There was no time to correct a sentence, and no time for a citizen to withdraw before being assigned a role.

"Is candidate Yun Sera unrelated to the unauthorized correction caused by Baek Dojin's personal affection?"

In front of the chairman lay a relationship protection statement.

Baek Dojin acted alone out of personal affection.

Yun Sera had no knowledge of this act and bears no command responsibility.

If signed, temporary command authority is maintained.

If refused, command authority is suspended immediately and a team level responsibility review begins.

Attached was a cost transfer table. It bundled the security officer's medical costs, the deduction from Dojin's qualifications, the witness backlog from the no fault test broadcast, and today's command workaround all under "incidental losses from the personal relationship protection process." If signed, Sera's omitted injury report and promotion freeze would be reconsidered, and Dojin would be disciplined as the sole actor. The victim's objection would be routed to a separate romantic dispute channel.

Hyeonju had raised an objection to that table before the broadcast, but the review committee had rejected it. "This is a concentration of responsibility to protect the candidate."

"What are the requirements for applying personal relationship protection to someone who doesn't acknowledge a personal relationship?"

"Signing satisfies the requirement."

It was a structure where the signature didn't confirm the fact, it created the fact. Hyeonju had written that line into her defense draft, but decided not to bring it up before stating her own responsibility.

Dojin wasn't in the gallery. The execution key was still with Hyeonju. And yet the document already had him filled in as the signing party, the lover meant to protect Sera.

Sera closed the signature field.

"I'll start with the facts. Baek Dojin carried out an unauthorized correction in the North Records Room without my approval. One witness was injured."

The review hall subtitles cut her off first.

Baek Dojin acted without Yun Sera's knowledge.

Confirmed failure of the secret lover's protective correction.

The wristbands at East Shelter all buzzed at once. The role of "witness waiting for the commander's lover" was reassigned to all fifty two citizens. The locking strength on Door 2 increased.

Sera didn't look at the subtitles and kept talking.

"I made an error too. I waited for the correction authority like an emergency exit, and I left a blank in the command plan for him to fill. Today I worked around the standby suspension badge and relayed my judgment through three other roles."

A second subtitle overlaid the first.

Yun Sera admits she was waiting for Baek Dojin.

The chairman asked. "Then isn't the relationship protection statement close to the truth?"

"No. I'll state the assumption that must be blocked."

Sera looked past the camera to Mina in the editing booth.

"Dojin's unauthorized action is his responsibility. My error, relying on his ability, is mine. If you bundle the two under a single line of personal affection, the victim's choice and the team's vote disappear. I won't hand off responsibility by denying the relationship, and I won't hand it off by protecting the lover either."

Hyeonju checked the timestamps.

The first eight seconds.

The committee's subtitles defined Sera as Dojin's secret lover.

The next four seconds.

Sera said "release the original footage" three times.

At the twelfth second, the command badge went gray.

Yun Sera's temporary command authority suspended.

Promotion review halted.

Investigation opened into Team 7's command workaround.

Hyeonju didn't read the defense she'd prepared. "Unavoidable under emergency rescue conditions." "Badge signal not used." "Independently approved by three separate roles." All of it was true. All of it could have kept her looking procedurally correct.

The draft had also calculated the probability of a successful rescue today. Without using Sera's judgment, the six doors would open in an estimated 28 minutes. Using the unofficial relay, 9 minutes. Estimated smoke spread, 17 minutes. Hyeonju had chosen the nine minutes.

That choice had raised the citizens' chance of escape. It had also created the fact that she'd worked around Sera's suspension order. A good outcome couldn't substitute for a procedural classification, and a bad classification couldn't erase a rescue judgment either.

Hyeonju deleted the opening line that read "the probability of a successful rescue was high." She decided to state her own judgment before the committee asked.

She turned on her microphone.

"This is legal officer Oh Hyeonju. I knew about and approved the structure that relayed Commander Sera's judgment through unofficial channels. It was my judgment to classify it as not a command, on the grounds that the badge signal wasn't used."

The chairman cut in. "The current question concerns the candidate's personal relationship."

"That question erased responsibility."

Hyeonju disclosed her footnote deletion history and the approval timestamps. "I did not approve Dojin's unauthorized correction. I did approve today's command workaround. I object to bundling the two of them as a couple. I'll accept a review of whether my procedural judgment was wrong."

On the legal counsel's screen, the proposal to restore Hyeonju's regular performance review popped up again. It would restore immediately if the relationship protection statement was submitted. She pressed decline.

In the live editing booth, Mina was watching three screens.

The edited version had cut Sera's line, "I made an error too." Leaving only Dojin's unauthorized execution and the committee's relationship framing would make Sera look like a victimized commander. It would raise the odds of getting her command authority back by 31 percent.

But it would also erase the security officer's injury and Sera's command workaround.

Mina opened a private confirmation window for Sera. She showed all three at once, the original, the committee's version, and the team's edit.

"I'm only asking the person concerned to choose. Release the edit, release the original, or hold both."

Sera chose to release the original. "Don't cut my error statement. Keep leaving out the security officer's information."

"That drops the command authority probability by 31 percent."

"Don't try to talk me into it with numbers."

"Confirmed. Original stands."

Before discarding the edited version, Mina handed her own edit log over to Sera, down to which lines she'd cut and why they would have helped. Even after the edited version was gone, the responsibility for having created that option in the first place didn't disappear.

Mina discarded the edited version.

"We're not selling the original."

A booth staffer asked. "It's a file that favors the team."

"That's exactly why it's getting discarded. Being favorable doesn't make it qualify as the original."

Mina sent the frame hash of the original live feed simultaneously to Dawon's silent clip archive, three citizen verification terminals, and two press archives. Sera's face and voice already fell within the scope she'd consented to for the public review, but the security officer's name, hands, and treatment records were kept separately confidential.

Before the original's seal confirmation came back, a dead account token logged into the editing booth.

An unfamiliar cursor selected Sera's error statement on the original track. A cosignature field beside the delete button automatically filled in with 7C-19. No relationship between the user and the cosignature was shown.

Mina didn't chase the cursor. She locked the entire original track as read only and sealed the deletion attempt, the access timestamp, and the 7C-19 marker in a separate log. She didn't attach a conclusion about who had logged in.

"Original locked. All edited versions on hold. My own discard history for the edit is being released along with it."

Sera looked at Mina. She gave neither praise nor a stop order. Mina didn't turn that silence into a clip title.

At the East Shelter, Taeho tore the entire control housing off Door 1. Each time he opened a door, he read three choices out to the citizens. Wait in the current zone, move through the open door, or check another exit. The role of witness waiting for the lover remained assigned, but once the door motor was ripped out, it could no longer trap anyone inside.

Of the eleven citizens inside the first door, eight chose to move immediately, two chose to check another exit, and one said they'd wait for family still inside. Taeho didn't classify the family wait as "the role of waiting for a lover." He checked their actual contact information and location and found that their family was near Door 4.

"Wait here until Door 4 opens, or take the west stairs right now. Pick one."

The citizen chose to wait. Just because a door opened didn't mean everyone had to be pushed in the same direction.

Eunha moved the six hyperventilating patients in front of Door 2 in order, farthest from the door first. Sera marked only the smoke direction and stairwell width on her personal map. She sent no command.

"West stairwell width, 1.8 meters. No smoke. Door 3 needs 40 seconds for manual opening."

Taeho chose west based on his own logistics judgment. Eunha approved the medical evacuation order. Mina lowered the spread radius on the wristbands. Hyeonju preserved the timestamp of each citizen's movement choice.

The control housing for Door 4 wouldn't open. Taeho didn't ask Sera for an answer, he checked the wiring diagram behind the wall and just cut the power. Sera marked two detour routes on the map and left the choice to Taeho. Taeho chose the slower but smoke free northern detour.

Sera didn't override that decision. Not overriding another role's choice with her own command, before the badge went dark or after, was the only kind of leadership she still had left to give.

All six doors opened without any correction from Dojin.

All fifty two citizens got out. Injuries, zero. Roles revoked, zero. The people came out first.

The review results screen showed different numbers.

Yun Sera's command authority suspended.

Oh Hyeonju's special audit expanded.

A hearing on disbanding Team 7 to be convened in 24 hours.

Because Mina had preserved the original, the difference from the edit was left irreversible. Sera's career didn't come back either. The public defeat and the preservation of evidence sat on the same screen without canceling each other out.

Hyeonju didn't send Sera a draft apology. The rupture in the record that had occurred in the promotion review waiting room didn't end just because the original had been protected. Instead, she sent Sera viewing rights to her own testimony original and the footnote deletion history. Read it, decline it, or decide later.

Sera chose "decide later."

The gray command badge passed over a floor indicator light.

Sera didn't stop.

She pointed to the still closed northern detour on the evacuation map.
