Team 7's First Rule

Team 7's first rule almost became "listen to Dojin."

Dojin was the first to raise a vote against it.

Taeho stuck that vote to the back of a delivery refusal form.

The reason given was short.

A single responsible party cannot be transported without an escape route.

The Team 7 conference room lost power at nine in the morning when reporters' livestream feeds drained the grid. The electronic voting panel and the automatic doors both went dark, and the dissolution review was one hour and seventeen minutes away.

Taeho loaded the entire conference table into the back of the delivery truck.

"One conference room, six chairs, majority opposed. Loading complete."

Mina turned around from the passenger seat. "Correction to the sample. That's one vote against so far. Complaints are six for six."

"Complaints don't get packed. Cast a vote."

Eunha set the medical bag on the table. "Sera's exam first."

Sera held up her right arm brace. "Thirty minutes of meeting. Then the exam."

"Pain level?"

"Six."

"It was seven yesterday."

"It went down."

"That's the painkillers working. Conditional attendance. Past thirty minutes, medical calls a stop."

Eunha set the timer to 30:00. The first profession based stop authority began operating before the charter even existed.

Team 7 Provisional Operating Regulations.

Article 1. Final decision authority over wide area correction and field response rests with agreement correction officer Baek Dojin.

Article 2. Opinions from other professions may be recorded as an appendix.

Article 3. Withdrawal after a final decision is treated as team departure.

To Taeho, that was a shipping form that marked one person, Dojin, as the destination and bundled everyone else in as packing material.

Dojin spoke while still holding up his vote against.

"Confirmed. Article 1 makes it easy for the agency to revoke my authority. Article 2 turns other votes into decoration. Article 3 punishes refusal as resignation. I'm against all three."

The dispatched staffer cleared his throat. "This regulation favors Mr. Baek Dojin."

"That's exactly why I'm against it."

Taeho held up the delivery refusal form. "Load all the responsibility onto one person and the axle snaps. I don't deliver unworkable regulations. That's the whole argument."

Taeho opened the actual field deployment test plan attached beneath the agency template. It was an order to move twelve passengers from a gymnasium to a temporary examination site. Passenger capacity was ten. With two security personnel and recording equipment on board, civilian seats came to six. But the template ordered everyone transported at once.

"Under Article 1, Dojin could make the final call to load twelve people in." Taeho said. "Does the truck get bigger?"

"No," Dojin answered.

"Do the seats grow?"

"No."

"Then the regulation is telling us to fold people into the cargo hold. Delivery refused."

When Taeho halted the transport order, the coordination bureau's terminal turned red.

Dissolution review penalty possible.

"Possible isn't inventory." He flipped the terminal over. "We don't move until there are seats for people."

Hyeonju enlarged the tri part mark on the agency template. She'd seen that shape before, on an official post right after the last rescue, on one edge of her own objection stamp, and on an old disaster policy notice board. This time she could also see the standard phrasing next to the mark.

Single responsible party designated. Dissenting opinions as attachment. Withdrawal counts as departure.

"Part of my stamp's pattern matches this template," Hyeonju said. "It also matches old standard phrasing. I won't make any judgment right now about who used the same mark or why. Let's preserve the original regulation's history first."

Mina duplicated the template versions. "Three samples match. Interpretation of meaning is on hold. We're not selling the original."

Taeho didn't carry that mark over into the charter. He only noted the resemblance in the meeting record.

"One sentence each for the stop authority you need." Sera said. "Anything longer and we can't use it in the field."

"Field first." Mina said, restoring the voting panel. "Power's borrowed from the truck battery. Expect a bill, Taeho."

Sera read hers out.

"Field command halts an operation when the escape route, rescue order, or hazard coordinates change. Other professions don't push forward before hearing why."

Hyeonju wrote the next line.

"Legal and consent audit halts correction if any of the following is missing: understanding of the wording, voluntariness, method of withdrawal, or a record of dissenting opinion. A stop is not team departure."

Mina added a parenthetical.

"Analysis halts storage and release if there's no original hash, no defined collection scope, or no consent to disclosure. View counts are not an emergency justification (this one matters a lot)."

Eunha said, watching the timer.

"Medical halts an operation if pain, consciousness, shift rotation, or treatment consent crosses a danger line. Caregiver rest goes on the same ballot as the patient."

Dojin wrote his own line.

"Agreement correction stops immediately if even one affected party fails to understand, or refuses, or withdraws. My offer to personally cover the cost does not substitute for consent."

Taeho went last.

He pulled up the seat count from the transport order on the screen.

"Logistics halts a deployment without one escape route, civilian transport capacity, an equipment recovery order, and twenty percent reserve fuel. Civilian seats cannot be replaced by a hero narrative."

The dispatched staffer laughed. "Twenty percent reserve fuel is excessive. In an emergency you use every resource available."

Taeho pointed at the vehicle's fuel gauge. Thirty one percent. Nine percent to the examination site from here, nine percent back, six percent if rerouted. Subtract the reserve and there was no way back.

"Use it all and neither the passengers nor the vehicle make it back. That's not a deployment, that's a one way dump."

Beneath the reserve fuel clause, Taeho added a civilian escape route budget. A minimum of twenty percent of all deployment logistics is prioritized for civilian transport, alternate routes, and return. If equipment falls short, abandon the equipment and protect passenger capacity.

Dojin said, "In favor."

"You said you were against everything a minute ago."

"Against the agency's draft, entirely. In favor of Taeho's clause. Different motion."

Mina drafted the first consolidated proposal. Recorded votes against, withdrawal before execution, profession specific stops during execution, revote after a stop, independent consent from affected parties, civilian escape route budget. And she left the single responsible party field the agency demanded blank.

The terminal threw an error.

Representative missing. Approval denied.

The dispatched staffer spoke as if he'd been waiting for this. "Just fill in one representative and you can avoid dissolution. Mr. Baek Dojin would be suitable."

Dojin's vote went up again.

"I'm against putting my name in."

"Then who presses the final button?"

"The execution lead for each matter presses it, and the button doesn't unlock without agreement from all three professions and a recorded record of dissent."

"That scatters accountability."

Sera said, "It's not hiding accountability, it's dividing it. If the field fails, that's on me. If the wording fails, that's on Dojin. Whoever ignores a recorded stop signal logs their own share."

"That structure doesn't exist in the agency's template."

Hyeonju answered, "That's why we're filing an objection under a provisional charter."

Twenty four minutes until the dissolution review. Eunha's timer read 08:13.

Just then a new transport order came down. Twelve passengers were still to be loaded into one vehicle, but with an amendment that Team 7 would bear responsibility for any delay. The agency wasn't waiting for their meeting.

Taeho tested the charter draft.

"Logistics halt. Insufficient seats."

Mina checked the passenger list. "Analysis halt. This list lacks consent for disclosure of medical information."

Eunha added, "Medical halt. Two with wrist injuries, one with breathing difficulty, can't transport in standard seating."

Sera checked the escape route map. "Field halt. The examination site's north entrance is blocked by reporters."

Hyeonju read the bottom of the order. "Legal halt. There's no objection procedure and no withdrawal contact listed."

Five stop authorities activated at once and the transport order turned gray. Dojin pressed no button at all.

"You're not correcting this?" the staffer asked.

"Before I ask the affected parties."

"Team dissolution is right around the corner."

"That's not consent."

For the first time, six people did the same thing. Not agreeing, but refusing to push forward.

Taeho called in two backup vehicles. Eunha designated four medical seats, and Mina shared only the seat types needed, not names. Sera rerouted to the south entrance where there were no reporters. Hyeonju sent each passenger a questionnaire with a withdrawal number. Dojin kept the correction window closed until those answers came back.

Once an actual transport plan became possible, the charter's wording changed too. Taeho didn't add an exception to the end of his own clause. Passenger capacity was a number that wasn't up for negotiation.

"Vote." Mina said. "Eleven minutes to close. The motion is the entire current wording. Conditional votes state the condition in one sentence."

Taeho voted first.

"In favor. Keep the logistics stop authority and the civilian escape route budget."

Mina second.

"In favor. Keep the halt on release without original hash and disclosure consent."

Eunha third.

"In favor. Confirmed that caregiver rest rights are in the main text."

Three in favor showed on screen.

Hyeonju raised her vote against.

"Against. The safety procedure for when withdrawal during execution increases physical risk is still unclear. That said, if the reason for my objection stays in the main text and this comes up for reconsideration within twenty four hours, I won't block the implementation itself."

Dojin also raised his vote against.

"Against. The default setting for the execution lead field still defaults to the agreement correction officer. Before that default is removed, my authority gets concentrated again. I'll accept provisional implementation, on the condition that the record of my objection stays and that no execution unlocks before consent from the affected party."

Sera went last.

"Conditional in favor. Specify that after a field stop and before the revote, the command lead retains authority to continue only civilian safety measures. A stop that does nothing can't be allowed to hurt someone."

Mina attached the three conditions to the main text. Removal of automatic default execution assignment. Immediate safety measures followed by a revote when a withdrawal involves risk. Permission for field command to take civilian protection action during a stop. The two votes against weren't deleted, they stayed on the first page.

The electronic voting panel calculated.

Three in favor. Two against. One conditional.

Five profession based stop authorities recorded.

Two reasons for dissent included in the main text.

Reconsideration scheduled in twenty four hours.

Team 7's provisional charter passed.

For the first time, Taeho saw his own logistics stop authority sitting in the main text, not the appendix. He wasn't the equipment guy who tagged along out of goodwill anymore. He was someone with a vote that could stop a failure.

Before the approval notice arrived, the terminal rang first.

Coordination bureau personnel order.

Team 7 is designated a special observation unit. All deployments, votes, external contact, and unofficial channel activity are subject to real time audit.

The dispatched staffer spoke with a relieved look. "You avoided dissolution."

"Instead the packaging got a window in it." Taeho answered.

Sera read the vote result back aloud. "Three in favor, two against, one conditional. Passed. Objections stay on record. Reconsideration in twenty four hours."

Dojin didn't lower his vote against. Neither did Hyeonju.

Taeho peeled the first vote against, the one he'd stuck to the back of the delivery refusal form, and moved it to the charter's first page. Team 7 wasn't born from unanimous agreement.

Which meant it wasn't anyone's fan club.
