O Hyeonju Deleted the Caption 'Unanimous Consent' Three Times

O Hyeonju deleted the caption "unanimous consent" three times.
All three times, the review board's screen reverted to the original wording.
Team 7, unanimous consent.
Yun Sera, sole command.
Chae Garam, voluntary luck attendance.
Beneath the three sentences hung the restoration items.
Lift the budget freeze on the next dispatch.
Resume Ma Taeho's special observation promotion review.
Restore civilian transport insurance preferred rates.
When Hyeonju pressed the delete button a fourth time, the coordination bureau examiner switched on his microphone.
"Auditor O. That caption is the review premise for unifying responsibility between yesterday's treatment room and today's school storage incident."
"That's not accurate."
"If we confirm Team 7 gave unanimous consent, it becomes accurate."
"Consent is not a procedure for retroactively manufacturing facts."
Hyeonju looked at the team's seats. Dojin, Sera, Mina, Taeho, Eunha. Garam sat in the citizen observer candidate seat. On the screen, six people and one candidate had confirmation buttons showing the same green.
The buttons all had the same name too.
Agree.
There was no dissent option. No conditional approval, no box to withdraw later.
Taeho raised his hand.
"Where's the return button?"
"Please refrain from jokes during a review confirmation."
"Not a joke. I'm looking for something that doesn't exist."
The examiner cut Taeho's microphone. On screen, the words "Team 7 unanimous consent" grew a shade bolder.
Hyeonju plugged her personal certificate into the terminal. She could suspend the caption's effect. But once again, blocking a single sentence under her own name would only mean the same screen would reappear at the next crisis.
Ever since behind Guryong Station, the team had been calling verbal stops every time.
Medical treatment stopped, logistics stopped, broadcasts stopped, the field stopped. If nobody was listening, Dojin's corrections or Sera's orders would push things forward again. On days they succeeded, dissent got edited into cooperation. On days they failed, cooperation got cut into discord.
Hyeonju pulled the certificate.
"I won't object to a single line of caption."
The examiner smiled for the first time.
"A wise decision."
"I'm objecting to the entire set of operating requirements."
Hyeonju pulled up a new document on the screen.
"Team 7 Interim Rule on Per Function Stop Authority."
The examiner's smile disappeared.
"Team 7 has no standing to approve its own rules."
Hyeonju called up the record of the interim charter's first vote.
Three in favor, two against, one conditional approval.
Reconsideration in 24 hours.
The team hadn't started out unanimous. Once the coordination bureau had assigned Team 7 dispatch responsibility, an internal stop procedure was necessary too.
"I'm not demanding approval as an independent department," Hyeonju said. "I'm recording an internal safety procedure for a team your organization has already burdened with responsibility. Its scope of effect stays confined within that same responsibility."
"It can't be enforced ahead of the review outcome."
"Then I'll also record any delay from this point forward as your organization's choice to keep operating without a stop procedure."
The examiner didn't answer. Hyeonju didn't treat silence as consent. She wrote down "institutional response pending."
Hyeonju hadn't drafted the document in advance. If she brought a finished draft, one more person would end up defining the team's boundaries on everyone else's behalf. Below the title was a blank space.
"Meeting starts now. Everyone drafts. Voting comes last. Baek Dojin, start with your own authority only."
Dojin looked at the screen for a long moment.
"I draft corrections. I don't execute them. The affected party, the affected function, and audit need to hold separate keys."
The first line appeared.
"Correction stop: exercised by one of the affected party, affected function, or audit."
Eunha went second.
"A treatment stop doesn't end just because a pulse or an injury looks fine. If someone hasn't gotten an explanation or there's no handoff, I stop it. Command can't override that."
"Medical stop: explanation, consent, handoff, injury standard. Field command does not act as proxy or release."
Mina spoke.
"Broadcast stops without one of three things: original footage, disclosure scope, or a withdrawal window. Loss of views doesn't get charged as a penalty to whoever called the stop."
"Data and broadcast stop: when one of original footage, scope, or withdrawal path is missing."
Taeho's microphone came back on.
"Logistics is seats, return route, insurance. Missing one, delivery stops. Except: stopping is not allowed if it means dropping a citizen who's already in transit somewhere on the road."
"Logistics stop: seats, return, insurance. Responsibility extends to safely handing off any citizen already in transit."
Hyeonju wrote her own line.
"Audit stop: when presumed consent, evidence tampering, or merged responsibility occurs. Field safety measures continue."
The last was Sera.
"The field stops without a thirty second retreat route, a function report, and individual refusal rights."
The examiner cut in.
"As it stands, any single person could delay an operation every time."
Sera ignored the remark and looked at Hyeonju.
"There's no time limit."
"It's an interim rule."
"Interim usually lasts longer than permanent. Thirty days."
Hyeonju typed it in.
"Effective for 30 days."
Sera went on.
"The person who calls a stop can't set the resumption conditions alone. The affected party and one other function have to confirm."
"Resumption: one affected party confirmation, one other function confirmation."
"And a withdrawal procedure too," Hyeonju said.
"Separate the procedure for withdrawing the stop authority from the procedure for leaving the team. Withdrawal is immediate. Leaving happens after a safe handoff."
Hyeonju's hand stopped.
Hyeonju had believed the record needed to prove dissent existed. Sera objected that the record could end up forcing the same person to keep answering the same question. The two of them had once understood each other's logic perfectly and still pushed the conversation into pure paperwork.
"What happens to the reasons behind a withdrawn dissent?" Hyeonju asked.
"The person re-selects the disclosure scope themselves."
"If we erase even the existence of it, it gets edited into unanimity."
"The fact that a vote existed, and the count, stays. The sentence and the name get withdrawn by the person who submitted them."
Hyeonju took her hand off the screen.
"I only thought a preserved record protected dissent. I treated the point that a remaining sentence could keep forcing someone to answer as a procedural objection."
Sera didn't forgive her right away.
"When things got urgent, I cut the scope of the record down to command. I used short field time as a reason to close off follow up questions too."
"I'll record that."
"Leave that sentence in."
Hyeonju set the disclosure scope next to Sera's admission to "internal to the team." Sera herself widened it to "including the citizen review seat." Hyeonju didn't act on her behalf, only attached the time of the change.
Hyeonju wrote that sentence down exactly as it was.
"The existence and timing of a stop or dissent is preserved. The reason, name, and disclosure scope may be withdrawn or changed by the submitter."
Sera added one more thing.
"Automatic termination after 30 days. Renewal requires another vote."
"Agreed."
Between the two of them, Dojin wasn't there. Hyeonju hadn't interpreted Sera's words on her behalf, and Sera hadn't cut Hyeonju's record down into a command.
Garam raised her hand from the candidate seat.
"Can I speak too?"
The examiner answered first. "You're not a team member."
Hyeonju opened a speaking window for Garam.
"You're a citizen affected by this rule. Your standing is different. Go ahead."
"Don't hide the extra time citizens waited because of the stop authority either. But please don't mark it as an abstention just because I didn't name someone."
Hyeonju added two more lines.
"Delay time and losses disclosed."
"Non-designation and holds recorded as valid choices."
The document had eleven lines now.
The examiner brought up the restoration conditions again.
"Withdraw the current draft and confirm unanimous consent, and we'll restore the budget and insurance today. Push through an independent rule, and the joint responsibility review continues."
Taeho tapped at his calculator.
"Thirty days without preferred insurance caps us at eight civilian transports."
Eunha spoke. "Four medical handoffs."
Mina brought up the projected channel losses. "Twenty one million won if it goes as far as an ad hold."
Dojin didn't open his own pay column. He didn't raise money already garnished from him as if it were a solution.
Hyeonju built the voting window.
Agree.
Disagree.
Conditional agree.
Hold.
Withdraw.
She made every box the same size.
The first vote in was Taeho's disagree.
"Reason," Hyeonju asked.
"Thirty days without insurance is too long. No condition for a cost revote after 14 days, I disagree."
Mina voted agree. Eunha, conditional agree. Dojin, agree. Hyeonju, agree.
Sera looked at the screen until the very end.
"Conditional agree. Thirty day automatic termination, citizen review every 7 days, cost revote at 14 days."
The result: three agree, one disagree, two conditional agree.
Not unanimous.
Hyeonju didn't delete the single dissent. She folded Taeho's condition and Sera's condition into the enforcement clauses and left the original votes exactly as they stood.
"Interim rule on per function stop authority: approved."
Effective period, 30 days.
Citizen review, every 7 days.
Cost revote, day 14.
Renewal vote after automatic termination.
Approval time, 9:47 AM.
The budget freeze on the coordination bureau's screen didn't lift. Taeho's promotion hold and the insurance cancellation stayed too.
Instead, six different red stop buttons appeared across Team 7's six terminals. None of them fell under Dojin's or Sera's approval.
The first stop came in 11 minutes later.
It was the moment Mina was about to send out a limited broadcast summary of the joint responsibility review. Three anonymous comments went up with the same wording.
"Buying verification from someone who was in the storage room. Say the mascot saved Sera, 30,000 won."
"Screenshot of a withdrawn dissent vote, 50,000 won."
"Field witness account, name your price."
The comments came from different accounts. The deposit links were different too. Only the role inside the sentences stayed the same.
Lucky mascot.
Mina hit the broadcast stop.
This time the screen didn't come back on.
A reason selection window popped up. Mina entered a new item: "inducing witness trading, repeated role assignment." Disclosure scope, internal to the team. Name disclosure, on hold.
The system asked for resumption conditions.
In the old days, a single approval from Sera would have popped up at the top. Now the affected party confirmation and the other function confirmation sat empty, separately. Mina didn't send a confirmation request to Rin. Rin was in the middle of treating a patient and had no obligation to decide on resuming the broadcast.
Instead, she sent a request marked "confirmation not required" to Garam, who was affected by the public screen. Garam chose hold. It went up as one valid choice.
The other function confirmation fell to Taeho. He agreed only to blocking the deposit links and disagreed with resuming the broadcast.
Resumption requirements not met.
The limited broadcast stayed off. Nobody could turn Garam's hold into an obstruction of command or an abstention.
Instead of a resumption approval button, Sera posted the field lockdown coordinates.
Taeho blocked the delivery and deposit links leading to the comment accounts.
Eunha sent Rin only a message about a follow up appointment, without asking for testimony.
Dojin didn't revise a single word.
Hyeonju sealed the first operating record.
Fourteen seconds to stop.
One dissenting vote preserved.
Zero withdrawals.
Three offers to buy a witness role.
The rule hadn't made the team fast.
It had made it impossible to hide who had called the stop.
