A Person Sat at the Return Counter Instead of the Ownership Terminal

The return counter had a person sitting there instead of the ownership terminal. Gyeongmin chose that spot.

August 15th, 9:20 AM. Sixteen hours had passed since they left the abandoned warehouse yesterday, and the nineteen cabinets of ledgers had been hauled off that morning.

Dohyeon had gone back to Building 3 at six that morning. The truck was already gone, and nineteen square dust marks remained where the cabinets had stood. He photographed the marks. As evidence that the items had existed, it was weak, but as evidence that they were now gone, it held up.

The seizure request was filed at eight that morning. The scheduled processing date was four days out.

"We'll do a public return." Gyeongmin said. "Not automatic terminal processing. Counter intake."

"That takes longer." the clerk said. "Three documents, two verification steps."

"The slower way gets a person to look at it." Gyeongmin said.

Yura sat beside him. It was her second day of registration hold, and the oxygen tank had been swapped for the fifth time. The bracelet was still on her wrist. Location response and work authentication had already shut off four days ago.

The first document was the ownership cancellation. Gyeongmin had already filed it yesterday. The second was the return application, and the third was the original owner verification form.

Filling out the three forms took twenty-two minutes. Gyeongmin's handwriting was slow, and he didn't leave a single field blank.

He got stuck on the third form.

"If you write Jin Yura in the original owner's name field." the clerk said. "the lookup will fail. Then the document gets returned."

"Then what do I write." Gyeongmin asked.

"Usually people write unconfirmed." the clerk said.

"If I write unconfirmed, who becomes the owner."

Gyeongmin had prepared that question. He'd practiced saying it out loud three times the night before.

The clerk paused for a moment.

"...No one."

Gyeongmin set down the strap on his bag. He'd chosen this counter to hear that answer.

"Could you say that again." Mirae raised her camera. "And your name and title too."

The clerk looked at the camera. Then he looked at Yura. Yura nodded once.

"Return counter number two, Jeong Hayoon." he said. "If the original owner is processed as unconfirmed, the item remains with no owner."

"Then what about me." Yura asked.

"Wearing it is fine."

"But it's not mine?"

"Not on record."

Gyeongmin pulled the third document toward himself.

"Yura." he said. "You decide what goes here. If we write unconfirmed, the document goes through. If we write your name, it gets returned."

"What happens if it goes through?"

"It gets settled as an item with no owner. Cleanly."

"Then write my name."

Gyeongmin didn't write unconfirmed in the name field.

Jin Yura. He wrote it by hand. He wrote the letters large.

"That'll get returned." Jeong Hayoon said.

"If it's returned, does the reason for return stay on record?"

"It does."

"Does this name go into that reason?"

Jeong Hayoon looked at the screen. The return reason was auto generated, and it quoted the original text exactly.

"It does."

"Then please return it."

Jeong Hayoon's hand stopped. No one had ever asked to have a document returned.

"If it's returned, where does the item go." he asked.

"Does it stay here?"

"It goes into storage. Disposed of after thirty days."

Gyeongmin looked at Yura. Yura raised her wrist.

"What if it's being worn?"

"Worn items don't go into storage."

"So even if it's returned, it stays on my wrist."

"On record there's no owner, and physically it's on your wrist." Jeong Hayoon heard himself say that and paused for a moment. "I understand what I just said."

Mirae wrote that line down too.

The three documents were filed. An intake number came up, eight digits. It was the same format as the intake number Dohyeon had written down at the warehouse yesterday.

And fourteen minutes later, the terminal processed it on its own.

Two lines appeared on the screen.

Ownership release complete. No owner on record.

A third line appeared below the second.

Equipment function suspended. Reason: no owner on record.

"Suspended?" Yura pushed her mask aside.

"It was already suspended." Mirae leaned toward the screen.

Dohyeon pulled the screen closer. The suspended items had gone from one to three.

"Two of these already shut off four days ago." he said. "Location response and work authentication. This is the newly shut off one. What is this."

Jeong Hayoon read the item.

"Short range communication."

"That was the last function still alive." Dohyeon said. "The one used to call the same frequency band."

That was the function yesterday's buyer had wanted. Gyeongmin hadn't handed it over, and today the system had shut it off on its own.

"What are the conditions for restoring it." Dohyeon asked. He had his finger on the screen.

"Owner registration." Jeong Hayoon said.

"And the condition for owner registration?"

"Identity verification."

"And the condition for that verification?"

Jeong Hayoon didn't answer. That answer had already come out at the clinic yesterday.

Dohyeon wrote three lines in his notebook.

Alive: confirmed. Thermal imaging, breathing, testimony.

Can own: no. No identity.

The two conditions are separate.

"This is the rule." he said. "The body passes, the ledger doesn't. Being alive gets confirmed, but ownership is tied only to identity. Two different circuits."

"Then what does Yura's body prove." Mirae asked.

"That she's using oxygen." Dohyeon said. "That's confirmed. Confirmed up through the fifth tank."

"Does that create no rights at all?"

"It creates one treatment. On Eunchae's license."

Jeong Hayoon heard that. He glanced at his own screen once, then asked.

"Did you file a verification request?"

"It was denied yesterday." Mirae said. "Applicant does not exist."

"That's not under my counter's jurisdiction." Jeong Hayoon said. "But that same phrase shows up on my screen too. I've been typing it for five years without knowing whether it means there's no person, or there's no field."

"Is there a difference." Yura asked.

"I think there should be."

Mirae wrote that line down. The fourth person inside the agency to say something like it.

"Is that an observation." Mirae asked.

"This is more than an observation. The same person got two results at once. To find a counterexample, there'd need to be a case where ownership was recognized without identity." Dohyeon said. "As of today, no such case exists."

Yura turned the bracelet on the inside of her wrist. The same motion for four days straight.

Gyeongmin folded the last document.

"Yura." he said. "If I'd kept holding this under my own name, the function would still be alive."

"I know."

"Then why didn't you have me do that?"

"I didn't tell you to." Yura said. "You asked, and I decided. I'd rather have my own thing with no function."

"That's a loss."

"It's a loss." Yura said. "But it's my loss."

Gyeongmin stopped in front of that sentence. Eight years ago, the button he'd pressed had been someone else's loss. Back then, that person never got the chance to choose their own loss.

"Can I ask you something." he said.

"Go ahead."

"Those three point owners from eight years ago. If I find them now, will they get to choose something like this too?"

"I don't know." Yura said. "But if you don't look, they can't choose at all."

Gyeongmin wrote that line in the margin of his ledger. It was the first time he'd written someone else's words in his own ledger.

Three seconds before the return processing completed, the bracelet vibrated once.

All three looked at their wrists at the same time. Yura looked last. It was her own wrist, and she was still the last to look.

Dohyeon checked the response. In the last three seconds before short range communication shut off, one reply had come through.

Maintenance sector 8-B. Number MJ-2208.

All three looked at the screen. Yura reached out first and pressed the screen down.

"Don't record this."

"Yura."

"If we record it now, a coordinate stays behind." Yura said. "I said I get to decide. Not now."

"Just give me one reason." Dohyeon said. "You don't have to. But if you do, I won't get my next judgment wrong."

Yura took three seconds.

"That person came to the warehouse yesterday." he said. "They said eleven were active. I couldn't sleep last night after hearing that. If that person can call the same band, someone else can too."

"The agency can too."

"The agency already saw the bracelet. But they still haven't found that location." Yura said. "That's because the bracelet never called. If I call it now, I'm the one calling."

Dohyeon checked the logic. Nothing wrong with it.

"Then I won't call it." he said.

Dohyeon took his hand off the screen. Then he wrote a single line in his own log.

Response received. Content unrecorded. Decision maker: Jin Yura. 9:51 AM.

"You're going to ask me about this later." Yura said.

"I will." Dohyeon said. "I'll ask every day. You can give the answer, every time."

On the way out of the counter, Gyeongmin opened his ledger. Under today's entry, he wrote one line.

Return complete. Ownership not restored. Three functions suspended. Oh Gyeongmin.

Below that he wrote one more line.

What return does not restore: identity.

In the corridor outside the counter, Yura stopped walking.

"Gyeongmin."

"Yes."

"After all this today, what's left?"

Gyeongmin counted. One name left in the return reason, one testimony from Jeong Hayoon, and three suspended functions.

"We gained two and lost one." he said.

"So does the math work out?"

"Not by weight." Gyeongmin hooked the strap over his shoulder. "The two we gained are paper. What we lost is a function a person uses."

Yura turned the bracelet once more.

"Still, my name went onto paper twice." she said. "Four days ago, it wasn't there even once."

At the end of the corridor, Saebyeok came walking up with the sixth oxygen tank. Eunchae was behind her, and the folder cover in her hand had a denial stamp on it.
