The Management Bureau's conclusion came in eleven minutes. Sensor malfunction.
Mirae read the sentence twice. The clock on the investigation room wall read 05:02. Yura had crossed the threshold at 04:06, and the intake was logged at 04:12. The conclusion had taken eleven of those minutes.
"Filename first," he muttered to himself. "InvestigationRoom_SensorMalfunction_0502."
"No filming." the investigator said. His name tag read Yun Taesik, Accident Investigation Division 2. "Recording equipment isn't allowed in here."
"Then I'll write it by hand." Mirae put the camera back in his bag.
"That's fine." Yun Taesik said.
Mirae took out his notebook. When they took his camera, his hand became the camera. A page with his father's name written on it was tucked inside the cover, but he didn't open it. Today's pages were in the back.
The investigator wasn't incompetent. That was the problem. He read the draft report in the correct order, didn't skip a single supporting clause, and explained the signature block to Igyeol twice.
"Thermal imaging shows six, the counter shows five. The discrepancy is explained by a double counting error in the sensor." Yun Taesik said. "There were actually eleven cases like this last year. All the same model."
"Did the name field disappear in those eleven cases too?" Igyeol asked.
"The name field?" Yun Taesik repeated.
"There was no name entry field at all on the counter 3 screen. The clerk there said he'd used that terminal for five years." Igyeol said.
Yun Taesik paused for a moment. Mirae wrote down the length of the pause. Four seconds.
"That's a separate matter." he said. "I'll pass it to the IT team."
"Can you give me a case number for that separate matter?" Mirae asked.
"It hasn't been logged yet."
"Then please log it now. Without a number, there's no way to confirm later that this even happened."
Yun Taesik tapped the terminal twice. A number came up. Mirae wrote it down.
"If you split it into a separate case, the two cases won't be able to explain each other." Igyeol said.
"That's exactly why there are two cases." Yun Taesik straightened his papers.
Mirae wrote that sentence down too. There was no malice in it. This was the first time he'd seen exactly how procedure could erase a person.
Igyeol looked at the signature block. If he signed, the equipment would be taken. If he didn't, the whole team would become the subject of an investigation before the night was out. Yura's identity was still unconfirmed.
"I'll sign." Igyeol said.
Mirae's pen stopped. Signing meant the confiscation would be finalized. The three originals he'd stayed up three nights straight to preserve would go into a box too.
"Surveyor."
"I can't stop the confiscation." Igyeol said. "If I spend tonight trying to stop it, Yura's identity review gets pushed back. I'm going to protect that instead."
"Then what about the records?"
"That's the archivist's job."
Mirae didn't write that sentence down. There was no need to.
"Instead, I'm filing an objection alongside it." Igyeol said. "Three items. First, the total headcount field showing six. Second, the name field showing five. Third, the absence of a name entry field. I'll write the confirming officer's name and the time on each item."
"An objection won't change the conclusion." Yun Taesik said.
"The filing time will still be on record." Igyeol said.
Yun Taesik pulled out the objection form. He didn't hide it. The form had existed all along. Nobody just used it much.
Igyeol split the three items across separate sheets. If he wrote them all on one page, it could be dismissed in a single stroke. Three pages meant three separate dismissals, and three dismissals meant three recorded reasons for dismissal.
Yun Taesik took the three sheets and stamped them three times. He didn't obstruct any of it. There was no reason in his job description to obstruct it.
"I'll tell you one thing." Yun Taesik said. "If these three sheets stay on file, I can't close this case out either. That works fine for me. If a closed case gets overturned later, my name comes up first."
Mirae wrote that sentence down twice. This made him the third person inside the institution.
In three years as an archivist, what Mirae had learned was how to leave behind a lot, fast. This man was leaving things behind slowly, split apart.
"Who taught you this?" Mirae asked.
"I've received eight dismissal notices."
"What were all eight about?"
"Each one was a different person's name."
Mirae's pen stopped. Eight people meant eight rescues, and eight dismissals. It meant this man still held onto that list.
"Can you give me those eight names?"
"I can't." Igyeol said. "I never got their consent. Two of them I can't reach, and three refused."
"And the remaining three?"
"I don't remember them."
Mirae paused at that sentence. He'd heard yesterday that this man couldn't answer what color Yura's eyes were.
"Is that because of the same thing?"
"I don't know. That's why I'm writing it all down."
The confiscation window was one corridor over from the investigation room. 05:27.
Before the seven equipment boxes went up onto the conveyor, Mirae asked the counter clerk a question.
"Can I get a copy of the inventory list?"
"If you request it." the clerk said.
"I'm requesting it. Now." Mirae set his hand on the counter glass.
The copy came out. Mirae laid three records side by side on the counter. The camera ran on UTC, the paper handover sheet ran on the field wristwatch, and the Bureau terminal ran on server time. The same moment was written down three different ways.
"Should I align the times for you?" the clerk asked. "That's usually how it's submitted."
"You can't merge three into one." Mirae took out three envelopes. "If you align them, there's no way to tell which one was the original."
On each envelope he wrote his own name and the time standard used for that record. Then he made a hash list by hand.
"The original stays alive." he said under his breath. "Store it, don't upload it."
"What are you doing there?" the clerk asked.
"It's a list that points out where something changed, in case these envelopes ever get swapped."
"You think we'd swap them?"
"No." Mirae said. "But if there's no way to prove that later, both of you end up in trouble too."
The clerk thought about that for a moment. Then he wrote his own name at the bottom of the list.
"I heard about you from Bae Seongho." the clerk said. "Counter 3. He said he's writing up a statement today."
He copied that name down next to the list. Now there were two people inside the institution. One remembered the name entry field. One had written his own name on the list.
When he turned the last page of the list, something caught his eye.
Confiscated item number seventeen, work bracelet, serial KJ-7741.
He read that line three times. Yura's bracelet wasn't on the confiscation list. It was a worn item, and it was on her wrist right now. And yet the list had one more bracelet.
"Where did this item seventeen come from?" Mirae pointed at the list.
"It's an item removed from floor 8." the clerk said.
"Who removed it?"
The clerk checked the field. The remover's field was blank.
"I didn't fill this in." he said. "If I had, my name would be here."
"Then who filled it in?"
"The list came down from above. I only counted the boxes."
"How many boxes were there?"
"Seven."
"There are seventeen items."
The clerk recounted the boxes. Seven. He stared at the item field for a long time.
"Multiple items can go into one box." he said. "That's normal."
"Then which box number is item seventeen in?"
The box number field was blank too.
"I'll have to ask above me about this."
"Will you actually get an answer if you ask?"
"...Not today."
Mirae wrote the answer down. Not today was information. It meant the answer would come later than the license review in two days.
He copied the line down by hand. His hand shook as he wrote the number. Naming the file made it better.
"ConfiscationList_ItemSeventeen_Bracelet_KJ7741_RemoverBlank." he said out loud. "Good. The worst one yet."
At the bottom of the list, ink was bleeding through. It was a red stamp, and its shape didn't match any of the twelve Bureau stamps Mirae knew.
"What's this stamp?" he pointed at the bottom of the page.
"I don't know either." the clerk said. "It came down already stamped from above."
"Then have you ever seen a list with this stamp before?"
"No. Not at this counter."
Mirae drew it by hand. It was a skill he'd learned in rooms where photography was banned. Under the drawing, he wrote down the fact that he didn't know what it was.
05:44. Out in the corridor, Saebyeok stood holding a copy of the handover sheet.
"Did the approval for Yura's stabilization equipment come through?" Mirae asked.
"It didn't." Saebyeok said. "She's holding on with my splint for now. They told me to reapply in six hours."
"What changes in six hours?"
"Nothing changes. The person in charge just rotates out then."
Mirae wrote that down too. It was a system where the shift change came before the patient's condition.
"Archivist." Saebyeok said. "Yura asked me something earlier. If her name doesn't exist, does that mean we never rescued her at all."
"What did you tell her?"
"I said I didn't know. Because that's the truth."
Mirae liked that answer. At the same time, it was clear that answer couldn't stop a single thing.
Igyeol walked up from the end of the corridor.
"The three objection sheets have been filed." Igyeol said. "There's one more thing. The license review got moved up to two days from now."
"When was it originally?" Mirae asked.
"Next month." Igyeol said.
Mirae flipped open the back pages to show him. The bracelet number and the drawing of the red stamp sat side by side.
"I'm going to hand this over to Jo Eunchae." he said. "The legal support officer. I don't know yet if she's on our side. But this can't stay only in our hands."
"What are the conditions?" Igyeol asked.
"Yura's name doesn't go with it. Just the number and the stamp." he closed the page.
"Then hand it over."
Mirae counted how long it took for that answer to come. Half a beat. Until yesterday, this man had always double checked his own judgment first.
Mirae pressed his finger against the page inside the cover. It was the page with his father's name on it. He didn't open it today either. On the day he opened it, he meant to add that name to his own list, but for now that list still needed to be filled with other people's names.
The next rescue assignment came up on the display board at the end of the corridor. Below floor 8, a locked zone. In the process name field, a floor name was written that didn't exist in any floor numbering system Mirae knew.
He copied the name down and put a question mark beside it. It was the third question mark of the day.
